How do you do that sort of blurry effect in your lineart and art?

hi ! if ur talking about this effect :

i use procreate but as far as im aware u can do this on most programs!

i first duplicate the lineart layer and apply gaussian blur on the bottom layer at around 2-3% (i also change the color of the lineart sometimes)

then i lower the opacity of the top layer just a little bit and thats about it :)
