No overload, we consistently run at under 20A on that 30A circuit. The Park just fixed a 40 year old underground supply issue and may have cracked or damaged the receptacle which created a 'loose contact' with resistance... it heated up and melted all plastic/rubber while also causing lots of condensation inside the box. You can see where there is a direct line or trace cut on the surface of that receptacle from one mounting screw {2o'clock position} to the "hot" terminal {7o'clock} like when lightning strikes, and THAT is what blew the breaker.
