Unpopular opinion: Azula's cruelty and perfectionism have the same source.
Both stem from Azula's desperate need for control. Perfectionism is how she exerts control over herself, and cruelty is how she exerts control over others. The girl is a massive control freak. It's her biggest flaw, the origin of her worst habits, and the reason for her breakdown.
But look at what she's dealing with. Her formative, most vulnerable years were marked by a series of separations from those closest to her: Ursa leaving the palace, Zuko banished and joined in exile by Iroh), Ty Lee joining the circus, Mai moving away for her father's political career. That would do a number on an adult, nevermind a child between eight and eleven years old who, for whatever reason, never received the message that she was loved. On top of that, the grownup who sticks around is violent and unpredictable. Given those circumstances, it's easy to see why Azula clings to control by every means necessary.
Despite how confident she seems, deep down, Azula hates herself. She's convinced that her mother, the one person who should love her unconditionally, believes she's a monster—that something about her is so repulsive that she's not even human—although there's no indication on the show that Ursa ever said such a thing*. That conviction taints every relationship she has. It's why she uses fear and manipulation to control people, including especially those she cares about. Whenever Azula trusts someone, they betray and/or abandon her (and of course they would because she's a monster). And what's the most reliable way to keep them around and keep them loyal? Make them too terrified to leave, reject, or defy her.
After all, who in their right mind would choose to love or befriend a monster?
This is part of the reason why I've soured a lot on redemption arcs that treat Azula as though she's broken and needs to be fixed. She already believes there's something fundamentally wrong with her that makes her unlovable. What she needs is someone to help nurture the seeds of goodness that are already inside of her.
* A lot of people harp on Ursa saying, "What is wrong with that child?" while Azula's within earshot. Although it's not an A+ parenting moment, that reaction can easily be simple parental exasperation. Azula was a willful, precocious child with a talent for mischief. She'd be a handful for any parent trying to steer her in the right direction without crushing her spirit.

I think it’s that none of them were loved unconditionally. They were loved (or at least valued) on the condition that they conformed to what their parents expected them to be.
Every time I think about how none* of the Dangerous Ladies were raised in loving environment, I get sad. Honestly, I think love wasn’t something they could find in their families, so they turned to each other for it.
*Caveat: I’m not 100% sure this was true for Ty Lee. She was definitely devalued, though.
