I'm gonna say something controversial. While Simpsons is objectively better, it isn't because they don't have cutaways like Family Guy. Simpsons does cutaway gags. They just don't prompt them with dialogue. Like every time they go somewhere, before the plot fully starts, we see 3 to 5 gags, either of the family members doing something or townspeople. I think Simpsons is better. However, I refuse to give it that title under the pretense of "no cutaways"
