BEST part about Berseria's ending is when Laphicet became God and turned all the daemons who wished to repent back into humans and then Rokurou stayed the same and it was like
Rokurou: Yeah no I'm still evil and I'm not even a little sorry about trying to assassinate my brother who did nothing wrong actually.
The newly birthed god of all that lies between heaven and earth: That's okay Rokurou, it's part of who you are!

I'm thinking of this as an in-universe opinion, considering the entirety of the character and not purely game mechanics and stats.

Berseria goes out of its way to build up Velvet and Eleanor as contrasts to each other—Velvet's a monster, a killer, a vengeful spirit in revealing red clothing that devours angels and demons alike, while Eleanor's a church girl, afraid of violence, a goody two-shoes in modest blue dress that can't even bring herself to eat spinach.
And their combat styles are designed to reflect this. Thanks to her unconditional break soul that breaks guards, long combos, immortality while in therion mode yet rapidly losing health the whole time, Velvet's design encourages you to stay constantly on the attack while using her. To stay alive, you must keep Therionizing with her burst souls. To have the souls needed to therionize, you must keep killing. If you stop killing, your own HP drain will put you in danger once the therion mode ends. If Velvet doesn't rage, she will die.
Eleanor couldn't be more different. After her third defeat to Velvet, she joins the party as an out of place jack-of-all-trades: she can heal, she has offensive spells, and she's got decent melees that let her do a little bit of everything, strange when she's the last character to become playable, when video game tradition decrees the jack of all trades is usually the first character. The one thing about her that stands out is that her break soul, a simple uppercut that sends enemies flying to control them, is also non-conditional, something only Velvet has (and Laphicet, but his Break Soul isn't an attack).
Then you go through Berseria with Eleanor and you find her justice hews a little too close to Velvet's vengeance. Her motivation for becoming an exorcist is the death of her mother to daemons, willing to learn to fight and kill them even though she fears them. She finds herself unable to kill humans even in self-defense, but swiftly murders Kamoana's daemonized mother in a "mercy killing" despite knowing that daemons could be spoken to.
And if you play with Eleanor enough, you see how she learns more and more martial artes that chain into each other as her playstyle evolves into something far more aggressive and combo-heavy, her unconditional break soul allowing her keep hammering her targets with endless blows. Even her second break soul changes her first. What was once an uppercut that left enemies downed and thus unable to act, now becomes a launcher that leads into an air combo, because she's not done hitting you yet. She keeps attacking, she keeps healing, and the killing means she never has to stop, just like Velvet.
This "purehearted maiden" (her own words!) has a bit of the devil in her after all
