stop trying to make your draft perfect on the first try. your characters don’t care. your plot doesn’t care. even the imaginary readers in your head don’t care because they don’t exist yet. just write the terrible version. write the cringey dialogue and the scenes that go nowhere and the metaphors so bad they make you cringe into next week. because guess what? you can’t edit a blank page, but you can edit a hot mess. embrace it.

But... People not utilising what they have aren't usually great at adventuring. If what we're talking about is DnD-ish adventuring, instead of... hiking-ish adventures.
If normal folks (this 'normal' does include disabled ones too!) get magical enhancements in such worldviews, then why specifically leave disabled folks out? Sounds guilt-trippy to me if one is to say 'giving disabled folks access to equipment that makes them strong and cool as any other character is an ignorance to disabled folks' wishes and pains'.
Disabled people that can be adventurers can do so because their disability doesn't get super in the way of them being able to navigate dangerous/hostile terrain and environments. Urban/living-space terrain, whether inclusive enough or poorly-designed, can easily be designed to be non-hazardous enough for folks with any severity of disability to live a life in. Nicely designed equipments can help adventure-hearted folks with disabilities to still be able to participate and contribute meaningfully to an adventurer's party. Here's the place to discuss 'how to build an inclusive environment'.
And... Just like most non-disabled folks who don't have anything special about them aren't adventurers either... People who are disabled and just want to 'be' instead of getting Right Into Action can make great support cast members (like, tavern owners, musicians, etc) without having to go onto a battlefield that's really gonna suck for any not-powerful-enough individuals.
If you're disabled, you're definitely enough to exist, but could still be subjected to monster invasions etc just as any able-bodied citizen of that universe. Deliberately limiting their welfare due to their disabilities and failing to provide support when it's clearly feasible is a moral failing. Otherwise it's a personal tragedy, both are genuinely great stages to discuss social responsibility and inclusiveness.
However... if you're *powerless* on every scale, ADVENTURING shouldn't be your job. Civilians are entitled human rights and welfare. Adventurers take enthusiasm in fighting with all they have and can get against all odds. How disabled adventurers struggle with their disability and/or the adjustments of fighting style and/or their trauma and extended adversities due to their disability is what makes DISABLED ADVENTURERS a beloved sight. Throwing a civilian-minded one, disabled or not, onto a battlefield just to have them be there makes poor fantasy for disabled and non-disabled readers alike.
Not enough fantasy and scifi says "you are enough, just as you are" to physically disabled people. We always gotta have some kinda magic hi tech enhancements instead of like... a regular wheelchair or sight cane or whatever. Let us just Be, you know? Quit trying to make us "better" and say "disabled people can have adventures too" instead.
