Character design is my passion and also was part of my literal thesis, so time to talk about it. Sometimes I wonder if Caesar's design (outside of the Pierrot / clown / harlequin influence that Oda has already confirmed) was partly inspired by things like gothic Visual Kei / Japanese glam rock. Kabuki is also a big part of it, but that would probably take a post of its own.

I think at his core, his silhouette / design is mostly meant to evoke a sheep-wolf dichotomy; the wild dark hair evoking a wolf-like shape hiding within a big white fluffy "sheep's" coat (further supported by the horns) which also doubles as a lab coat, showing that he fakes his benevolence (a wolf in sheep's clothing) but also he himself is a "sheep" following the orders of people far more powerful than him (Doffy, Linlin, Stella etc). The horns I think also evoke the goat-like baphomet-style "devil" imagery that characters like Magellan also share, while the bright black & yellow jumpsuit evokes hazard/danger signs, as you'd expect from a mad scientist.

But with all that being said, it's hard not to see that kinda old fashioned flamboyant glam-rock influence on top of it all, even if it's unintentional.

Traditional Visual Kei does tend to focus on the big hair + make-up (usually pale foundation with black, dark blues and purples around the eyes and mouth) + more gothic elements also featuring cold or black & white colors. With that being said, Viskei often also includes things like circus-y and harlequin inspired aesthetics to go along with it!

Just take a look at gothic Viskei icons like Mana-sama and the rest of Malice Miser and you can see those similar aesthetics.

Honestly, I think I have about as much to say about most villain designs in One Piece and the pop-cultural archetypes they may reference, but this one is particularly interesting to me for some reason!
