KP Hockey Association: exercises Constitutional Authority, moves action against Par-Groups
Peshawar: Syed Zahir Shah, President, Khyber Pakhtunkhwa Hockey Association, said with unequivocal emphasis that nobody is above the law, and his association has taken the constitution quite seriously. PHF and KP Hockey Association are constitutionally tied up with the Asian Hockey Federation and International Hockey Federation.
Speaking to journalists in Peshawar, Syed Zahir Shah expressed regret over the atmosphere of chaos created by certain elements that sought to create parallel associations at the provincial and district level. He said those attempts had now failed, and the Pakistan Hockey Federation has asked all of its associations to take strict action against those who indulged in those parallel groups and hoped to be able to solve this issue once for all.
He further grieved over the humiliation being caused by having two hockey federations in the country and explained that these people filed legal cases in Islamabad, Lahore, and Peshawar High Courts, which were all dismissed. The Pakistan Hockey Federation has already suspended four people, while other provinces, including Punjab, have been ordered to do the same.
Syed Zahir Shah said that these groups have caused immense damage to hockey by splitting the districts and chaos, but he said hockey is now picking its pace back and decisive action must be taken. He directed all districts to give the names of those involved so that the KP Hockey Association could go about necessary measures.
On the issue of amnesty, he said that this is a procedure which the law attends to and which he also had to go through when he was suspended.

"Security Threat Lines are a Nightmare for the K P Sports Directorate Despite Rising Threats"
Terrorism threat lines are on the rise, but still, administrative importance comes along with the Sports Directorate, which include the offices of the Sports Minister, DG Sports, and other major departments; however, basic security is quite seriously missing at the place.
Several CCTV cameras, which are an intrinsic part of the modern system of security, are either not working or missing in several places. While some CCTV cameras have installed them at the main entrance, others do not have them. Data recording by the Directorate can only be done for one week at a time, again leaving much of the coverage uncovered.
This is, however worsened by the fact that areas plunge into darkness after dusk. Lights that were functional since Ramadan have been removed, leaving four light poles at the main gate that remain useless. Ironically, these lights have been moved to the hockey ground, and this makes the entrance even more vulnerable.
Shockingly, there are no trained or permanently employed security personnel. Guarding the main gate is the responsibility of daily wage employees who are ill-equipped, untrained, and burdened with security and gate operation tasks. There is one gun issued to them. The employees are reluctant to use it, as this may end up in accidental discharge.
Despite a deadly wave of terrorism, no reaction has been witnessed from the administration. Though fatal incidents like the ghastly murder of an daily wage employ in a blast on former senior minister Bashir Bilour have shown the exposure, nothing real has been done to reconsider security lapses.
And that remains a question only: Will another tragedy make the Directorate change or let such systemic deficiencies slide to end in becoming too late?

Multiple Appointments Raise Concerns Over Khyber Pakhtunkhwa’s Officer Shortage
Peshawar , A case in which one officer is holding the position of project director simultaneously in the Sports Directorate and Kohat Division Development Project is raising eyebrows about officer shortage in Khyber Pakhtunkhwa.
The situation further complicates when such officer is also in the demand of the Peshawar Development Authority. Then, there is this strange situation. Several questions arise here: one person managing the workload of multiple high-stake projects and what this says about Khyber Pakhtunkhwa's claim of a few qualified officers in the country.
This officer, working at the rank of PPS BS-18, undertakes two important positions. He works as Project Director, and the position includes managing the development and rehabilitation of sports facilities at Khyber Pakhtunkhwa. Seeing the local sports infrastructure of this province, this place is most important for its development.
It deputed and appointed him as a Project Director of the Kohat Division Development Project (KDDP), which is a strategic project under the Planning & Development Department. The work further deals with handling the vital developmental projects in the Kohat region.
Furthermore, PDA has also sought that the same officer work on and nurture this other substantial position, such as the New Peshawar Valley Housing Scheme; an urban development project. In this situation, with one and the same officer spearheading a number of high-profile ventures, the questions are not only about usualness but also efficacy and ability.
Deputations and additional appointments are conditioned upon the approval of the Provincial Project Selection Committee. However, for specific situations, the Administrative Secretary can grant additional charges, but this should not be a standing authority; these are to be "avoided.".
Despite all these, most officers remain to serve as major officials while holding other positions without official approval. This makes one ask whether the province genuinely needs more qualified officers or maybe it lacks sufficient management over its resources.
It would be hypocritical for the province to claim an officer shortage when its existing officers are overwhelmed.
Accumulating new roles assigned to this officer, this incompetence in resource management might also be part of the problem from the provincial government's perspective.
At a time when the Khyber Pakhtunkhwa government is undertaking some of its largest ever developmental projects, dispersing responsibility among several portfolios may compromise the quality of work and delay it. The Peshawar Development Authority is moving forward its urban development projects, and the Sports Directorate is under pressure to rehabilitate sporting facilities in all districts across the province.
Over-reliance on too much burden on a single officer has been at risk for both delaying the project and it going over budget, thus failing to fulfill the public's needs with regards to urban development as well as sports infrastructure. This comes to question the governmental body's commitment to administrative capacity in the province.
This case demands a review of the deputation policy. PIP 2022 was structured to ensure efficient human resource management wherein officers were to be given work where they would do the most effective work without letting them overstretch. Cases like the present one suggest that proper observance of these regulations does not exist.
The provincial government should, therefore, ensure that officers are not overburdened to the detriment of public interest. However impressive these emergencies may be, they alone cannot justify the prevailing system whereby one individual is saddled with several major projects at a time. That is counterproductive to administrative efficiency and good governance.
The one case of holding several appointments by one officer raises serious questions about how Khyber Pakhtunkhwa manages its officer cadre. If the government needs officers while talking about scarcity, then such a practice - where one individual is trying to perform several roles - argues a lot with this slogan of scarcity of officers. To improve public project management and governance, the province should change its management style in terms of allocation of resources so that officers do not have too many significant tasks on their plate.

Rampage of Barriers at Khyber Pakhtunkhwa Sports Directorate: More than Two Months and No Defined Place
It has been more than two months since the installation of barriers across Khyber Pakhtunkhwa Sports Directorate; no particular location has been identified yet. These have been erected without proper planning and in an indiscriminate manner and never was supervision distributed upon even among a very few officers.
First, it was claimed that the restrictions are to control the "extracurricular activities" at the Sports Directorate. This already arouses a relevant question: how were such activities carried out in a huge stadium with such watchful eyes? Yet, the restrictions are considered to distress the athletes' training, given that the athletics ground has been totally closed since two years ago.
The positioning of the barriers along the two sides of the Sports Directorate has affected running by the athletes as well as public runs, but no one cared. When there was a complaint that motorcycles and bicycles mainly were parked just before the Directorate, the administration just took one of the barriers a bit further ahead as an effort to clear up congestion, when, instead long lines of vehicles appeared, forcing the administration to remove the counterpart.
The mind-boggling part is that even the officials in charge through the barriers do not know where they have been located and the Class-IV officials supervising were giving unclear instructions. The big question remains unanswered: why can this institution, so prominent, like the Sports Directorate, with supposedly capable officials, not handle such a simple task like placing a barrier correctly?

Syed Zahir Shah, President Hockey Association, has strongly condemned:
"We want DG Yasir Pirzada of the PSB to conduct an inquiry into the state of the turf. This is public tax money being wasted. The inquiry committee was constituted, following which Deputy Director Shahid Islam came to inspect the turf, but till date we have not seen any result of this inquiry," said Zahir Shah.
He also blamed the contractor who came from Canada:
"The contractor earned his money, collected his payment from PSB, and ran. But we will not leave him scot-free. The provincial sports directorate too raised reservations about the quality, so why was it inaugurated in that sorry state?"
The question has brought into analysis several critical accountability issues. The defective installation affected the quality and safety of turf. Instead of dealing with the root problems, the people responsible used nails to plaster wrinkles—a temporary yet dangerous fix.
An investigation was launched in May 2023, but like in most incidences of embezzlement of public money, that never got its way. Clear negligence on the part of the authority that would not move to correct this, afraid of harming athletes. Notwithstanding public concern over the issue to date, nothing has been done, which draws a very alarming trend of squandering public tax money without much care for its consequences.

Syed Zahir Shah believes that PSB hostels need upgraded facilities.
The Pakistan Sports Board (PSB) seems to intend to provide adequate facilities for the players. But recent trends raise a serious failure in that matter. The state has offered a hostel for lodging to Khyber Pakhtunkhwa players participating in the junior hockey championship whose beds, Syed Zahir Shah, President of the provincial hockey association, quoted, were dirty and cockroach-infested.
Newly appointed DG Sports Yasir Pirzada is requested to personally visit the hostels so that he himself can assess the conditions prevailing at these places, hazardous to the health of the players on account of unsanitary conditions. Shah claims that upon a first-hand visit, deplorable conditions prevailing at the place will be satisfactorily exposed.
He pointed out that, no doubt, there are several directorates in PSB; however, it is not known what work is being done and to what extent one is being charged for maintenance, keeping in view the fact that they could not provide any facility properly. He was disappointed because DGPS Islamabad does not fulfill its core responsibility of supporting the athletes.
To fully make provisions for players, Shah emphasized on the pressing needs for resource management improvement, such as maintenance and salaries.

KP Sports Directorate Ducks Revenue Questions Over Hayatabad Complex
The Provincial Sports Directorate of Khyber Pakhtunkhwa has been severely criticized for not providing financial details pertaining to the income earned during the tenure of the three administrators serving at the Hayatabad Sports Complex.
However, the department remained mum over the income earned and the amount of expenses, including the amount spent on the maintenance and regular upkeep of the complex from 2021 to 2024 despite many requests and appeals filed before the Right to Information Commission.
