The councils standards for cruelty and what they will act on are so wild like, banishing small children into the woods for eternity no biggie, that's fine and completely moral, but picking up a weapon and fighting for your life or even just investigating secret organizations is bad and far too dangerous.

Also, with the mind breaks cause it's like killing someone who we know is an active murderer and sociopath who has tortured children no, no, no, that's far too cruel. Its much better to leave them in a constant state of confusion and distress while their mind slowly topples in on itself.
