Hi anon!! Sorry this took a while. May I offer some short-haired dewdles (that's adorable btw I'm adding that word to my vocabulary now)

As for headcanons, he seems like the type that would always complain about doing work but takes it seriously and gets it done anyway. Not necessarily the most responsible ghoul but he does a good job.

Since Copia wasn't the one who summoned him, I'd like to imagine that he has selective hearing when it comes to commands, also including Aether and Mountain here since they were there during Terzo's papacy. But this is more evident for Dew so the ministry has a careful watch on him, he can be as stubborn as he wants but he'll always do his job so that he doesn't get sent back to the pits. They threatened him when he was a water ghoul, might as well do as he's told when they gave him another chance as a fire ghoul
