Sabo never mentions this to Luffy and it’s just as well because Sabo knows Luffy would basically never take him up on it. But here’s the thing. He isn’t saying this to Luffy, he’s saying it to a Navy Admiral. Sabo is the second highest ranking member of an entire army dedicated to bringing down the World Government. If he ever did decide to bring the full force of that army to his brothers defense the only man who could stop him is Luffy’s own father. This is not a statement the Navy could take lightly.
