Why Bengaluru’s property owners are frowning over the new e-khata system of registration @houseliv

The Bruhat Bengaluru Mahanagara Palike’s e-khata is an electronic property certificate that maintains ownership information in an online database to improve transparency, eliminate fraudulent dealings and simplify the registration process.
Aimed at streamlining property registration, the Bruhat Bengaluru Mahanagara Palike’s (BBMP) e-khata system has led to confusion and hassles for property owners in Karnataka’s IT capital. Just months into the new system, complaints have emerged about incomplete and inaccurate e-khata records causing significant delays and reportedly leading to a 60 per cent drop in registrations.
A PIL petition has been filed in the Karnataka High Court with a prayer to declare the government’s circular mandating e-khata for property transactions void, allowing registrations without it where the system is not enabled. While the court has sought the government’s response, BBMP officials say they are gradually adapting to the new system and working to assist property owners.

What is e-khata and why was it introduced?
E-khata is an electronic property certificate that maintains ownership information in an online database, serving as an alternative to the traditional paper-based khata. It aims to improve transparency, eliminate fraudulent dealings or duplicate transactions, and simplify the process. Previously, the absence of e-property accounts allowed misuse of the Kaveri software for fraudulently registering documents under the “other” category. This led to cases of forged PID (property identification) numbers, government properties being illicitly registered, and innocent owners losing rights to their properties. E-khata is now required for all property transactions, including residential, commercial, and agricultural land. Property owners with existing records do not need to apply, but it is required if the property is transferred through sale or gift.
Since 2006, the Kaveri software of the Department of Stamps and Registration has been integrated with the land registration system for agricultural land. On October 5, 2016, Mojini Software was linked with Kaveri software to incorporate land survey maps (Form 11E) into the registration process. For non-agricultural properties in gram panchayats, the e-khata system was integrated with Kaveri software through a circular issued on July 18, 2014.
Meanwhile, for properties under the Ramanagara and Kanakapura local bodies, e-property software was implemented in coordination with the department, along with the Kaveri-2 software, on a trial basis starting January 29, 2020.
For properties under the BBMP, the e-khata system was integrated with Kaveri software and implemented in 11 wards on October 25, 2021. Starting April 30, 2022, the e-khata system was extended to 30 wards for property registration. On August 16, 2024, the Urban Local Body Management System e-account software was integrated with the Kaveri-2 software to streamline the registration processes for properties under the Bangalore Development Authority and the stamps and registration department. By September 30, 2024, the e-khata system was implemented in all wards of the Greater Bangalore Mahanagara Palike. Registration under the urban local body software began in four districts on September 9, 2024, expanded to eight districts by September 23, 2024, and covered the remaining 18 districts by October 7, 2024.
How does one obtain e-khata?
The revenue department has issued a set of guidelines for property owners in Bengaluru to obtain their BBMP final e-khata for urgent property registrations at sub-registrar offices. Property owners can download their draft e-khata online from the ward-wise e-khata list available on the BBMP’s eAasthi portal. The process involves uploading key details, including the BBMP property tax application number, Aadhaar-based eKYC, registered deed number, a recent encumbrance certificate, property photo and the Bescom account ID. Upon submission, owners must visit the Assistant Revenue Office, where the final e-khata will be issued within a day if all documents are in order. Those facing challenges can approach jurisdictional AROs. Those without urgent registration needs are advised to avoid ARO visits and complete the process online. Queries can be addressed through the helpline number or via email.
How many properties have been digitised by the BBMP?
The official BBMP e-Aasthi website states that digitisation of properties is ongoing with 21 lakh properties now digitised and 1 lakh properties remaining.
What are the challenges faced by property owners because of the e-khata system?
The implementation of the BBMP’s e-Aasthi system has been marred by significant issues, leading to delays and confusion in property registrations. Many residents have reported errors in draft e-khatas such as discrepancies in owner names, addresses and property details, reflecting the system’s lack of readiness. These inaccuracies, coupled with incomplete records, have caused substantial delays in property transactions.
The Confederation of Real Estate Developers’ Association of India (CREDAI) Bengaluru has highlighted that the abrupt implementation has impacted property transactions worth approximately Rs 7,500 crore. Additionally, the e-Aasthi portal lacks provisions to fulfil statutory requirements like property title transfers under section 149(1) of the BBMP Act 2020, leaving property owners without clear guidelines for pending applications. The absence of clarity on khata transfer fees, which were previously set at 2 per cent of the property’s stamp duty value, further adds to the confusion, delaying transactions and enabling exploitation, residents point out.
Have property registrations really reduced because of the e-khata system?
Revenue Minister Krishna Byre Gowda has dismissed concerns about property registrations plummeting and the Government’s revenue generation being hit because of the e-khata system. According to the data presented by the minister during the winter session of the Assembly, the Government collected an increased revenue of Rs 2,000 crore from property registration.
“From April to November in FY 2024-25, revenue collections amounted to Rs 15,145.32 crore, reflecting an increase of Rs 2,656.43 crore compared to Rs 12,488.89 crore collected during the same period in 2023. For the period between December 2023 and March 2024, revenue collections reached Rs 7,798.41 crore. The total revenue for the financial year 2023-24 stood at Rs 20,287.30 crore. With the ongoing trend, the revenue for the current financial year (2024-25) is anticipated to surpass last year’s total,” he said.
What is the government’s response?
The Government claims that the e-khata is issued on priority to residents who need to sell or register properties and are facing challenges. According to the BBMP, individuals with upcoming property registrations can follow a streamlined process to obtain their final e-khata by visiting the BBMP e-Aasthi website and downloading the draft e-khata for their ward and completing the process as listed on the website. The BBMP also requested that residents without urgent property registrations refrain from visiting the ARO office unless they receive a specific endorsement from the civic body. Additionally, e-khata facilitation is also made available in all Bangalore One centres and 11 dedicated BBMP staff have been deployed to assist those who need e-khata for immediate transaction or registration.
