It may seem strange, but the fact that Galadriel is afraid to touch him is what makes their dynamic seem romantic.

It's different from how she acts with her friends, she has always been affectionate and open to the touch of those she considers allies but with Halbrand/Sauron it was different, she thought before moving forward and the touches they shared were not intimate.

The feeling is so strong that she doesn't know how to deal with it and her reaction is to retreat and avoid eye contact.
