What's with the primarch level terminator armor I see on some primarchs like Perty, Horus, and I think Mortarion, some primsrchs wearing power armor like Guilliman, Lorgar, Curze, and then some wearing just stuff that doesn't even look like power armor? Sang, Magnus and Khan? Or are they all like fancy artificer plate thats power armor and just styled?

All primarchs had personalised custom suits of power armour based on their preferences. Some of them (like Horus and Perturabo) had terminator plate. It's a personal choice thing. Angron's armour was made to resemble Nucerian gladiator armour. Perturabo's armour was probably the most personally tweaked out. It was a case by case deal.
