Gonna make an Illusionist BBEG. Mysterio style. Nystul's Mystic Aura is going to be my friend here.

Basic premise, the illusionist is posing as an Evocationist protecting the town from a (fake) dragon, using a ritual (illusory) protective device.

The same device sustaining the draconic illusion is the one that the townsfolk (and the characters) believe is protecting them.
