This song is Ballad of Hugo Chavez by Arkells from the album Jackson Square. The song itself is overall quite catchy and upbeat sounding—almost to the point of sounding lighthearted. The lyrics, however, explore the story of a Venezuelan political figure named Hugo Chavez, specifically when he was having troubles getting his ideals across. In a way the melody sort of contrasts the mood of the lyrics which seems to be an effective tool in most of the songs I have encountered like this (mostly in the case of sad songs).
