Health information systems and telemedicine have been identified as a possible solution that can be used to alleviate the disparity between rural and urban health care services (Fichman, Kohli & Krishnan 2011; Kolodner, Cohn & Friedman 2008). Since the late 90s, the South African National Department of Health had coordinated the introduction of Telemedicine into the delivery of health services in South Africa with varying success.
With the proposed reform of the current health care system, the National Department of Health has embarked on a process to improve health care delivery by reforming the cost of health care delivery making it more affordable and by providing quality health care services that are accessible to the population.
Numerous challenges however had been identified that influences the provision of such quality health care; these include
ever increasing burden of disease, for example non- communicable disease, lack of specialist and medical expertise at primary and secondary levels of care, increasing health care expenditures, inappropriate referrals to tertiary level hospitals leading to unnecessary admissions, overcrowding and unsustainable burden on doctors and nurses soaring patient transportation costs, and soaring medico legal costs.
