Sensing a little bit of bias here from the giants, because half of what they're hating on Loki for wasn't even his fault. Just a series of unfortunate events that happened around the time of his birth. Which does seem to track with how superstitious Elbaf is.
But I mean Oden was drinking, getting into gambling fights, and hanging out in the red light district by the time he was eight, so letting wild animals run loose and setting fires seems pretty tame by comparison.
In all seriousness, while it's tough to defend the arson, I do think Loki releasing the beasts from the Underworld might have just been him trying to get them to make friends with the other giants, or maybe he found it unfair that they were stuck in the Underworld and thought they would be happier living up in the Sun Realm. I used to love bringing the little lizards and insects I found in the garden into the house as a kid, so could be that same principle.
Not to mention, it might not just be the prophecy coloring the giant's perception of Loki. His destructive behavior may have reminded them of Linlin, which would have made them a lot less tolerant of another potential problem child.
We even see this to a lesser extent with Colon who is ostracized by his peers for being too violent.
In spite of the new cultural shift towards peace, there seems to be this developing theme of Elbaf's society treating children who stick out or display undesirable behaviors with derision at best and demonizing them at worst instead of trying to understand them or provide guidance in a way that doesn't shame them for being who they are.
