Sarek tells Michael that he wanted Spock to learn empathy from her. I can believe that, but I think Sarek’s primary motivation for adopting her was to prove that humans are capable of vulcan-level achievement. 
Sarek didn’t marry Amanda because he liked or preferred human culture. In fact, he makes his wife and son conform to Vulcan cultural norms. Sarek’s actions suggest that, like most Vulcans, he believes Vulcan culture is superior. That being said, Sarek does not believe that his son is inferior, a belief that is not shared by most Vulcans. Living in a time when other Vulcans call him a traitor for marrying a human and think Spock is disadvantaged by his human heritage, how could Spock ever be treated as an equal member of Vulcan society? 
Enter Michael. Sarek’s argument is that while Vulcan culture is superior to Human culture(s), Vulcans are not themselves inherently superior to humans. The best way for him to prove this is to adopt a human and teach her to be just as good if not better than most Vulcans. There is no indication that Sarek was familiar with Michael’s family or that he’d ever met her before her parents died. I believe that Michael was specifically chosen by Sarek because of her intelligent parents and because she was older than Spock. The experiment would be more effective with a younger child, but Sarek wanted someone older, because the whole purpose of his experiment is to pave the way for Spock. If he can prove that a human can be assimilated into Vulcan culture, there will be less resistance to a half-human assimilating into Vulcan culture. Michael is a supporting argument. 
Given all this, it’s no wonder that, when forced to choose between Spock and Michael for the Vulcan expeditionary group, he chose Spock. The entire purpose of Michael’s presence on Vulcan is to forge a path for Spock, not to steal opportunities from him. 
Sidenote: I feel like this makes Sarek’s saving Michael’s life with the soul-graft a little less “aww so selfless, good dad” and more like “Yeah you BETTER save her, she’s dead because you were trying to prove a point oh my GOD!”

human s’chn t’gais would just be like…. Sybok is hotboxing his room and crying to the smashing pumpkins on vinyl… Michael is having a panic attack about the ten projects she has due this week… Spock is drinking black coffee (as an eleven year old) while he writes out a shit list of the kids in school he’s going to get revenge on someday.  Amanda wants them all to go to family therapy but in the meantime puts lavender essential oil in the diffuser. Sarek is reading a newspaper and pretending he can’t smell the weed emanating from Sybok’s room. typical sunday.
