Why is Rugrats so confusing?

Like, who's parents are who's? Why are there so many adults? And who are Phil and Lil are they neighbours?? There are too many adults and idk who belongs to who, or if maybe any of them are siblings, or what. Also, why don't they talk infront of their parents? I kind of get Tommy, but Chuckee is a whole 2 year old. He should've started by now. In Rugrats in Paris, why are his parents proud of him talking, instead of concerned that he grasps the concept of marriage enough to run in screaming at his dad (i think its his dad im not sure tbhh) to not get married. In that movie, passerbys are also not concerned about a group of babies just walking around the city. If i were in a major city like Paris and i just saw a group of babies with no adult supervision, i would be concerned.
