Enmu made the mistake of accepting a very nice robe alongside the offer to overnight in Douma's cozy quarters. Their relationship was originally that of passing along messages for Muzan: an ancient fairy who intends to create an eternal winter in the human realm so that the state of fairies and people becomes permanently unchanging. Muzan also wants to usurp the Ubuyashiki royals, which he failed to do while fairies still had bird-like wings.

To overthrow the Ubuyashiki family and create a state of unchanging, Muzan needs the Winter Lord's compliance. Enmu, a less than humble dust keeper, is who Muzan uses to pass messages along.

Douma is a descendent of ancient fairies and has a feathered ruff as a result. But he's not happy in his role, so he humors Muzan's plans as long as Muzan promises Douma will be free from his duties immediately after. He doesn't have a lot of faith in Muzan keeping his end of the deal though, especially since an eternal winter would require round the clock work from his subjects, and likely himself.

Douma’s teetering on what to do, wanting to be anything but the son his parents raised him to be. Their premature deaths left him to ascend the Winter throne as a child. As someone from ancient lineage, he was never a seedling child like most fairies now. He was flesh born. To have a flesh born child means that the magical abilities of the parents may be passed on, whereas seed born fairies have a more or less random talent and magic level. Seed born fairies are mature from birth, but flesh born fairies are not. Meaning they cost a lot of time and resources to educate and raise.

This is less viable since fairies are eaten and killed by many things, and the demands of the society to serve humans for 1000 total years means waste is detrimental. Douma is aware he was a heavy investment for their society, but the weight on his shoulders has isolated him emotionally from almost all other fairies. He comes off as strange and clingy, emotionally/socially ignorant, and patronizing. Jovial attitudes can only mask so much desperation to be like the people around him. He is unpopular for seeming unserious but he's remained in power due to his high natural magic and surprising intelligence.

Enmu, on the other hand, is standard by most metrics except by being minimally magical. His low proficiency has made him struggle for his position as a manager of the dust keepers, but his problem solving and long term strategies make him desirable enough to keep around. His eye for efficiency don't hurt either, though a two faced personality makes him hard to get along with, so he has no close friends. Despite this, he seems to know something about everyone. Especially things he shouldn't. So it's not hard for him to get favors by other means.

Enmu originally discovers Muzan when Muzan's old messenger, another dust keeper, mysteriously dies. Dust keepers, especially managers, do more than just distributing pixie dust. They are also in charge of census data (alongside scouts, who report animal or environmentally caused deaths.) While investigating the cause of death, Enmu discovers the messenger was murdered for having leaked information he shouldn't have.

By learning this information himself, Enmu becomes one of Muzan's targets. Luckily, Enmu’s social skills and higher position among the dust keepers makes Muzan rethink murdering him and he hires Enmu as a replacement messenger instead. Now that whispers of Muzan’s presence are floating around Fairy Haven, there’s not much choice but to work quickly to get the upper hand. So Enmu is sent to confirm that Douma won’t betray their cause.

Muzan, as an old ancient, preys on the dissatisfaction of fairies having to serve humanity to stabilize their populations and earn back their old way of life. The Ubuyashikis want to serve humans for the full term of the curse, but this means fairies are dying faster thanks to human dangers. Those who want reform follow Muzan, but what most don’t know is that Muzan is the reason they’re all struggling in the first place. Not the royals.

Douma does know this, however. So when he learns about Enmu’s almost infatuated loyalty, he reminds him not to be too trusting. Ultimately, Enmu just wants to feel special and like he’s achieving something important. Muzan is dangerous and uncharitable, so just a crumb of his praise feels like he’s done something right for once. He wants his name to be known, even if it’s infamous.

But as Douma clings to Enmu’s visits as a messenger, Enmu begins to enjoy his company. Douma’s looking for recognition too, but something much more intimate than strangers knowing his name. Douma has what Enmu thinks he wants: influence and recognition. Enmu has what Douma wants too: a simple life and freedom to roam and peruse hobbies. No heavy expectations of what he will become.

Both are lonely.

On a night too cold to go home, Enmu stays in Douma’s cozy quarters, dressed in one of Douma’s very own robes. There’s an odd comfort to being close to each other, even if the Winter Lord drools in his sleep.
