Most Bug Pokemon have a natural impulse to evolve from one stage to the next, and are the most common Pokemon type to achieve their final evolution while in the wild before they reach an old age.
It's a trait that's loosely shared with Grass Pokemon, and while I don't know the compulsion behind Grass Pokemon's quick evolution, Bugs seem to have some inherently ingrained sense to swarm together in huge numbers, evolve, then return back to their individual territories.
As far as the power of young Pokemon go, Bugs can readily be considered the strongest. A fully developed Beedrill could be no more than a month or two old, even some of the more sturdy species would have a hard time fending one off.

Headcanon
Bugsy actually hates how short fae is. Faer's Father was a pretty tall man, so Bugsy had hopes to take after him rather than faers Mother, but at this rate fae'll end up shorter than her, too.
The only time fae sees it as a good thing is for being completely enveloped in hugs because that's really nice, or to simply have someone underestimate faer to the point Bugsy can really, really make them regret it.

Ah, it's nice to meet you, Hoothoot! [With restraint Bugsy doesn't reach out to reenact the pat Falkner had given the Pokemon, well aware it probably would be met with a peck much harder than that one given to its trainer. Maybe it's just that fae has seen them in the area since fae was young, but there is something absolutely charming about the almost perfectly spherical body of feathers and poof.
Reigning in faers endearment Bugsy looks to the sky as if fae'll see their hunted Pokemon just at that moment.] Well, if you were listening from within your pokeball than you know why you're here! If not, Falkner will fill you in.
[Bugsy wanders a little ways further down the path, absently picking out foliage consumption by Caterpie and trails left in the leaves by Wurmple as fae goes.]
『He felt like Bugsy was taking this a little lightly. Of course he knew the trainer was quite capable of taking care of faeself, he had seen the power behind the bugs fae trained. But Falkner was still always alert and even a little weary of wild flocks. He had seen steel types fall to the power of a flock of those of the pidgey line. Even with how fast Atarah and Red could fly, it woulnd’t be easy to escape if things went sour.』
『Never the less, he took a PokeBall from his pocket, releasing the bird inside. He held out his arm for the hoothoot to make a perch on when it realised who it was with. It twittered, irritated, and pecked at it’s trainer’s arm gently. Falkner chuckled and rubbed the top of it’s head lovingly.』
            ✧”Bugsy, this is HootHoot. Hoothoot, be nice. Bugsy is here to help us today                  and we do not want a repeat of last time.”✧

Headcanon
Bugsy has been Azalea Town's Gym Leader for a little less than four years now, and was the one to rebuild the old Gym in the town that had been leaderless for several generations or so. In doing so fae's brought more foot traffic of trainers through the town and is often praised by shopkeepers (if not for increased revenue than faers ability to dissuade Bug Pokemon from swarming in or too close to living residences).

Fatal flaw
For Bugsy I think it would be insecurity. Fae’s unshakable when it comes to knowledge of Bug Pokemon and shit but faced with most of things I can see faer faltering or freezing up when action is needed immediately. There are plenty of high-pressure situations where someone could put a lot of responsibility on Bugsy at all once and there’d be such a strong surge of self doubt you’d probably regret Bugsy was the one you were with.
I think one of the reasons for it would be a general lack of experience in life outside of faers research, so hopefully as fae gets older it’s less of a problem, cause unless someone fae loves life is in danger that stalling thing’d be pretty consistent.

I'm used to Bug Pokemon swarming and acting aggressively over their hives, I never would have expected it from birds to that kind of degree.
[Far from deterred by what Falkner was saying Bugsy takes it all in with a keen, bright eyed interest interest. There isn't a passion for flying types, or any other types for tat matter, in Bugsy like there are for insects and bugs, but there has always and will always be a passion for learning things that could be useful one day. A new Pokemon could be found, being a mix between a bird and a bug, and in that eventuality Bugsy could do with some basic knowledge to start out with.]
We'll just have to be super careful, which makes it even better that you're here! Keen eyed and all like you are. [Bugsy twirls faers net again.] I asked because a pair of eyes off the ground might make this whole thing go faster, and Pokemon usually aren't as aggressive to each other as they are at people.
            ✧”I am not saying that I doubt your capabilities, not in the slightest. 
                 But I am saying that if a flock feels threatened, they will all attack                  at once. I have seen powerful electric types and ice types fall in                  a matter of minutes. There are usually around 150 birds in a                   flock this close to a city, and unless you have more than those                  six pokeballs of galvantula, there is a very large possibility                  that your pokemon will not survive.”✧
『It was dark, he knew that. It was the truth. Falkner had no idea how many times he had been called to deal with a bird problem in the city and had found scattered remains of a trainer’s pokemon about. It was a dark, dismal fate for anyone. He didn’t want Bugsy to have to go through that. But he did nod at the other’s question.』 
            ✧”Save for Colette, the newst addition to my team, I brought everyone.                   I also have a Hoothoot with me, and a few pidgey flying around                    somewhere. Although I pray it doesnt, our situation may get dismal                   if we get too close to the flock.”✧

Falkner, you wound me with your lack of confidence. A disadvantage is a disadvantage, type wise, but you should know better than most how hard I'd train to get around something so simple. Like with Shedinja who's unlikely to be caught, or Galvantula to have an edge of my own.
[Not that Bugsy had a Galvantula on hand, or faers Shedinja, but those were just the best suited fae could think of off the top of faers head to potentially fight against any birds they come across. Far from offended, though, Bugsy only clicks faers tongue.]
What about your Pokemon, then? You did bring some, right?
『He merely nodded, not really having anything to contribute to what the other had said. He was right, red flames were pretty (when they were not scortching his gym), so blue must have been absolutely stunning. He did take another look at his surroundings when he put the binoculars down. The reamaining buildings seemed to just melt into the surrounding trees. In it’s own way it was beautiful. The light shimmering through the trees put a whimsical look everywhere, if he didn’t know any better he would  have thought there may have been magic here. 』
『It was too closed in for his liking. The trees would have made it hard for his birds to take off unless they somehow made it above the trees and fround a place to take off from there. But it was still pretty stunning.』
           ✧”I think it may be a little dangerous for your pokemon to help, Bugsy-san.                 We are looking for birds, and even though it is only hoothoot we                 are seeing now, it is very likely that Noctowl will be with them. I do not                 wish for your pokemon to be hurt.”✧

Blue fire on its own is pretty, I can only imagine it being beautiful when attached to a Pokemon. [Buildings of the town drop behind them into smaller, older homes whose wood are faded with age and have a kind of permanence about them in how well they blend into their yards and surroundings.
With fewer buildings there's more room for trees, and amongst the trees of any forest is where Bugsy ascertains a more vivid awareness of faers surroundings. Bugs live all over the world, but most live in places like this. Tuning that attention away from scraping pairs of six or more legs to focus it instead on feathers and bird calls isn't so difficult.]
Do you think this would be easier if we asked our Pokemon to help us, or would that be more likely to scare the birds away from us completely?
『Falkner nodded but said nothing more on the topic of his father. He was not too fond of the ex-gym leader or his morals. But he didn’t want to make this about his father. This trip was about the birds. It was a learning experience for him and perhaps even Bugsy. If the bug trainer wasn’t careful, it was very likely he would be stuck with Falkner talking about birds for hours on end.』
             ✧”Blue flames? I am not very well acquainted with Ponyta but that must look                   absolutely stunning.”✧
『It was hard to imagine that Bugsy’s father wasn’t really into pokemon training. Fae was one of the best trainers in Johto after all, so he wondered how fae even got into training if fae’s father wasn’t about that.』

Really? He'd think that even with Crobats being as fast and as agile of fliers as they are? [Bugsy's questions are more rhetorical in nature than not. It's hard to consider Falkner's father's point of view and while Bugsy does try it just leaves faer with a small crease between faers brows. Rather than talk ill of the dead Bugsy hastens to follow after Falkner and pains faerself to not peek around Falkner's arm to see what it is he's writing.]
My Dad said that there used to be something like a circus show that came around every year when he was younger for the autumn festival, and their main attraction was a different handful of different colored Pokemon every time. He's not really that into Pokemon training, but he still talks about a Ponyta with blue fire from time to time in a sort of wistful way.
『Honestly what did someone even reply to that with? “Good for you”? “Keep up the good work”? He was honestly at a loss for words. Instead of replying, he raised his binoculars to his face. He adjusted them slightly, furrowing his eyebrows as he did. There should have been more HootHoot around here for patrol for the rest of the flock.』
         ✧ “I must admit, it is a pretty exciting prospect! My father had the opportunity to                train an abnormally coloured Zubat once, but he shunned it since it was an                ’impure’ flying type.”✧
『He shook his head sadly. His father was such a stubborn man that could have had so much more in life if he wasn’t so stubborn. He put the band on the binoculars around his neck and began to walk again, taking a notebook from his bag and making a few quick notes.』

My eyes are great because I don't strain them reading. [Wait. That's not really something to brag about, now is it? Flushing a little Bugsy fumbles with the binoculars Falkner passes to faer, adjusting the focus until the Hoothoots showed up in sharp relief.]
There'll be more up ahead, you say? [Bugsy only drops the binoculars a moment to glance at Falkner, then turns them the wrong way so that everything is small and far away.] If it's a big flock and the species being reported for abnormalities, I hope we're lucky enough to spot something new! If you've only ever seen one before then it'll be all the more exciting.
『Falkner internally cringed at the other’s actions. Didn’t fae know how unsantitary that was? Surely fae owned a pair of nail clippers. Every household had one, right? Well, he didn’t want to seem rude or anything, so he kept his thoughts to himself. He did however tap his chin slightly.』 
        ✧ “I have never seen one in captivity before… I have met a trainer with a                                  differently coloured rattata though… He said it was really in the top               percentage of rattata.” ✧
『Without looking up, he swung his bag around and grabbed the cases that his binoculars were in, handing one pair to the gym leader. He took his out, looking up in the tree. A small smile appeared on his face.』
        ✧ “You have quite the eye, Bugsy-san! But there are only a few… the larger part                     of the flock should be just up ahead.”✧
