Germany announces Euro 1 bn solar power fund, 18 pacts inked
A deal to fast track approvals for German companies in India and Euro 1 billion solar power fund by Germany were among major takeaways from the talks between Prime Minister Narendra Modi and Chancellor Angela Merkel as both sides inked 18 MoUs to scale up ties in strategic areas.

Co-chairing the third summit-level Inter-Governmental Consultations, Modi and Merkel agreed to enhance ties in key areas of defence, security, intelligence, railways, trade and investment, clean energy, besides deciding to work closely to combat threat of terrorism.
“We see Germany as a natural partner in achieving our vision of India’s economic transformation. German strengths and India’s priorities are aligned.
“Our focus tends to be on economic ties. But, I believe that in a world of seamless challenges and opportunities, India and Germany can also be strong partners in advancing a more human, peaceful, just and sustainable future for the world,” Modi said at a joint media event with Merkel after over three-hour-long talks, both at delegation-level and one-on-one format.
The deal on fast-track approvals process for German firms envisages single point clearance for various projects which is aimed at encouraging more and more German companies to complement Modi’s “Make in India” initiative and invest significantly.
The Prime Minister noted that the partnership will grow in in areas like “defence manufacturing, trade in advanced technology, intelligence, and countering terrorism and radicalism. These are important security dimensions of our expanding relationship.”
In the talks, Germany announced to provide assistance of over one billion euros for India’s solar projects.
The 18 pacts signed included a Joint Declaration of Intent between HRD ministry and the Federal Foreign Office of Germany on promotion of German as a foreign language in India and the promotion of Modern Indian Languages in Germany. The pact is seen as resolution of the sticky German language row.
Both the leaders also discussed ways to move forward the stalled negotiations on the India-EU free trade agreement.
Modi and Merkel shared their concerns about growing threat and global reach of terrorism and extremism and agreed to build closer collaboration to counter these challenges and decided to have meetings of the Joint Working Group on Counter Terrorism between the two sides.
A joint statement said Germany welcomed India’s intensified engagement with various export control regimes like the Nuclear Suppliers Group (NSG), the Missile Technology Control Regime (MTCR), Australia Group and the Wassenaar Arrangement. .

Lawyer-turned-administrator Shashank Manohar was today elected unopposed as the BCCI President ushering in a new era in the Cricket Board and ending N Srinivasan’s clout in the cash-rich body.

Manohar took over the post at the Board’s Special General meeting which lasted less than half an hour here. He was the only candidate left in the fray for the election in which the deadline for filing nomination ended last evening.
The election was necessitated by the sudden demise of Jagmohan Dalmiya, who had a short term of seven months after his election in March this year. Dalmiya was made the interim President when Srinivasan “stepped aside” in the wake of revelations that his son-in-law was involved in betting during the 2013 IPL season.
All the six units of East Zone unanimously proposed Manohar’s candidature for the president’s post, reflecting Srinivasan’s diminishing hold in Board’s power politics.
A BCCI by-election needs only one proposer from the zone which is electing the president and it was the East’s turn this time. Manohar got the nod from all the six associations and was the lone nomination at the end of the 7 pm deadline yesterday.
Interestingly, one of the proposers for Manohar was Dalmiya’s son Avishek, who was representing his family club National Cricket Club (NCC) in the SGM.
Srinivasan skipped the meeting and the Tamil Nadu Cricket Association was represented by P S Raman.
The others who also proposed Manohar’s name were Sourav Ganguly from Bengal, Sourav Dasgupta from Tripura, Gautam Roy from Assam, Ashirbad Behera of Odisha and Sanjay Singh of Jharkhand State Cricket Association (JSCA).
Manohar’s earlier stint was for three years between 2008 -09 and 2010-11.
His anointment also means that Srinivasan now has little chance of coming back into the BCCI fold till 2017 when the Vidarbha man’s tenure ends.

Midnight fire engulfs furniture market in Gurgaon, none hurt
In a midnight incident, around 50 shops were razed to ground after a massive fire broke out in Sikanderpur’s furniture market near Sikanderpur metro station. No one was hurt in the incident.
The incident took place around 1:30am when people residing nearby woke to blast-like-sounds in the area.

Firefighters were then called in to douse the flames, which had engulfed the whole market by then.
Around 8 fire trucks were pressed into service to bring the fire under control and it took them four hours to put out the fire.
An electrical short circuit in a shop is suspected to be the cause of the fire. Although investigations are underway to access the losses and damage caused, there are no reports of human loss.
Senior fire officer, IS Kashyap said, “When we reached the spot, around 30 shops were engulfed in flamed. Extra vehicles were immediately called from Bhim Nagar fire station. As shops had cylinders and furniture inside, fire spread rapidly through the market.”
Overall losses are estimated to be in crores of rupees by the owners.
The market, situated about three kilometres from the Delhi-Gurgaon border, is known for selling old furniture.

Govt to soon make PAN must for cash spending beyond a limit
To check generation of domestic black money, the government will soon make it mandatory to furnish PAN card details for cash transactions beyond a certain threshold, Finance Minister Arun Jaitley said today.
“The government is at an advanced stage in considering the requirement of furnishing PAN card details if cash transactions beyond a certain limit are undertaken,” Jaitley said in a Facebook post.

He said the monitoring regime of the income tax department has been strengthened and its capacity to access information and apply technology driven analytical tools to expose evasion, has been enhanced.
“Its ability to detect large cash withdrawals, or large cash transactions which enter the system, is being strengthened. GST regime once introduced will also be a landmark step in this direction.
“Thus for commodities like gold where the initial purchase by the exporter is after the payment of custom duty, the subsequent transactions which are mostly in cash, can easily be found out,” Jaitley said.
In 2015-16 Budget, the Finance Minister had proposed making quoting of Permanent Account Number (PAN) mandatory for all sale and purchase of over Rs 1 lakh.
“Quoting of PAN is being made mandatory for any purchase or sale exceeding the value of Rs 1 lakh. The third party reporting entities would be required to furnish information about foreign currency sales and cross border transactions,” Jaitley had said.
Thereafter, the government had received representations from various persons, including MPs, MLAs, trade and industry associations among others, against the proposed mandatory quoting of PAN for sale or purchase in excess of Rs 1 lakh.
Stressing that bulk of black money is still within India, Jaitley said there was a need to change the national attitude so that plastic currency becomes the norm and cash an exception and the government is working with various authorities to incentivise this change.

“I personally believe that the government should not have any role in deciding what the people should eat,” Gadkari told ABP news channel, referring to the meat ban in Mumbai during Jain festival. The minister, however, added that the state government had nothing to do with the ban.
Gadkari, who belongs to Maharashtra, also expressed his displeasure on the state BJP government’s decision making Marathi mandatory for those seeking permits to ride an auto rickshaw in Mumbai. “Such decisions should not be there. Poverty is not Marathi, Bihari or UP. If the decision was to reserve 80 per cent for the state’s people, it was understandable. But such steps on the basis of language is not proper,” he said.
Gadkari, who was forced to give up his claim on a second term as BJP president in 2013, said there was a conspiracy to remove him from the party’s top post. According to a press release from the news channel, Gadkari said he will not let those who were behind it to go unchallenged.
“If I get them, I will not leave them. I do not fight with anyone, but if I have to challenge someone, I will not make it easy for him,” he said. He also categorically said his own partymen were not part of the conspiracy.

Uneasy calm today prevailed in Bishada village where a man was lynched over suspected beef consumption as Congress vice president Rahul Gandhi and Delhi Chief Minister Arvind Kejriwal paid a visit to the bereaved family, with the latter deprecating attempts at communalizing the tragedy.
After being initially stopped by the local administration from visiting the village in Dadri in Uttar Pradesh on Delhi’s outskirts, Kejriwal met the grieving family and lashed out at political parties “spreading poison” between Hindus and Muslims for votebank politics.

Bishada’s uneasy tryst with unprecedented media glare and steady stream of politicians erupted in anger as locals forced the administration to prevent Kejriwal and some state Congress leaders from entering the village. They were, however, later allowed inside.
The authorities said they have sealed the village following a request from the victim’s son for “peace” in their hour of grief.
District Magistrate N P Singh had yesterday said the victim’s son Sartaj had given a written request that the family does not want to meet anyone as a steady stream of visitors was causing harassment to them.
“One political party is trying to consolidate Hindu vote bank, while another is trying to make Muslim their vote bank by spreading poison between the two communities. It is wrong,” Kejriwal later said.
“If somebody thinks Hindu religion is in danger and that is why Muslims are being targeted, then he cannot be a Hindu,” he said.
The Chief Minister questioned why AIMIM leader Asaduddin Owaisi and Union Minister Mahesh Sharma were not stopped by the administration yesterday from visiting the family and alleged that other parties were vitiating the atmosphere for political gains.
“What happened in Dadri was against humanity. It was totally wrong. Who benefited from it, neither Hindus nor Muslims. Only political parties and politicians are benefiting,” Kejriwal said.
Owaisi had yesterday termed the brutal killing of Mohammed Iqlakh by a 200-strong mob on Monday night following rumours that he and his family had slaughtered a calf and eaten its meat as a “pre-planned murder” because of the victim’s religious persuasion.
The local BJP MP and Union Minister Mahesh Sharma had called the shocking incident as an “accident” and said while the guilty, who bludgeoned Iquakh to death, be brought to book, innocent Hindus should not be harassed in the name of investigation.
Even the District Magistrate had yesterday said the visitors were trying to “communalise” the issue which was a matter of concern.
Rahul Gandhi, who recently returned from abroad, also visited Bishada and met the family members of Iqlakh.
“In Dadri to meet Mohammad Akhlaq’s family,” he tweeted after meeting them.

Talvar Movie Review - Mature reconstruction of bitter reality
It is nearly two years since the parents of Aarushi Talwar were convicted for her murder, but many facets of the sensational case still remain trapped in the realms of wild conjecture.
Meghna Gulzar’s Talvar sets out to put those unanswered questions back in the public domain. It does a very good job of it.
Talvar – Mature reconstruction of bitter reality
To begin with, the director, making a comeback after a long hiatus, does not baulk at the sensitive nature of the subject. She treats the complex themes inherent in the tale with mellow confidence and an unwavering sense of balance.
Talvar delves into the unresolved issues pertaining to the 2008 Noida double murder case in the light of details drawn from research and the court proceedings.
Working with a marvellous screenplay by the film’s co-producer and music composer Vishal Bhardwaj, the director delivers a low-key but hugely effective drama that works at several levels.
Talvar is an impressive achievement as much for its consistent restraint as for the riveting quality of the narrative.
The film is much more than just a tale of a real-life murder most foul. With deft and insightful touches, the director etches out a social portrait aimed at articulating truths about the kind of society we live in.
The film turns the spotlight both on the circumstances surrounding the actual crime as well as on the three separate investigations that were conducted in the case.
Talvar goes well beyond the scope of a crime drama to proffer a sharp examination of the many divides and prejudices that define a rapidly changing urban India.
The gallery of characters is made up primarily of the parents (Neeraj Kabi and Konkona Sensharma), the principal investigating officer (Irrfan Khan), his assistant (Sohum Shah) and a bunch of incompetent, insensitive Noida policemen.
The clash of cultures is most stark in the exchanges between the accused and the Uttar Pradesh policemen entrusted with the initial crime scene investigation.
The Tandons that is the name given in the film to the Talwars are an upper-crust family exposed to social mores that the cops can barely grasp, let alone sympathise with.
Talvar the title refers to the rarely used and rusting sword in the right hand of the Lady of Justice also places the electronic media in the dock for its unseemly overreach in its reportage of the double murder.
The film probes the internal dynamics of India’s premier investigation agency in keeping with other alterations of names, it referred to as Central Department of Investigation (CDI) here and the wild rumour mongering that was fanned by sleaze-obsessed journalists.
Talvar is served fantastically well by its entire cast, and not just the principal actors.
Irrfan is on the top of his game, as are Neeraj Kabi and Konkona Sensharma. In a brief appearance as the investigating officer’s estranged wife, Tabu makes a deep impression.
Gajraj Rao, in the guise of the uncouth, paan-chewing inspector who takes next to no time to declare the murder an open and shut case, and English-language theatre pro Atul Kumar, playing the pure Hindi-speaking officer, are superb.
Talvar is a compelling piece of cinema. Not to be missed.

President Vladimir Putin comes face to face with Western leaders today for the first time since Moscow launched air strikes in Syria amid a growing rift over whom they are targeting.
Putin will be in Paris for a peace summit on the Ukraine conflict, but Russia’s sudden intervention in Syria looks set to dominate as he holds talks with French President Francois Hollande and German Chancellor Angela Merkel.

Russia insists it is bombing Islamic State jihadists and other groups, but Western nations are highly sceptical and believe it is trying to shore up Syrian President Bashar al-Assad, Moscow’s long-time ally.
The Russian air strikes will last for three to four months and will increase in intensity, a Putin ally and senior lawmaker warned today.
“There is always a risk of getting bogged down but in Moscow they’re talking about three to four months of operations,” Alexei Pushkov, the head of the foreign affairs committee of Russia’s lower house of parliament, told France’s Europe 1 radio.
Pushkov said more than 2,500 air strikes by the US-led coalition in Syria had failed to inflict significant damage on IS jihadists, but Russia’s campaign would be more intensive.
“I think it’s the intensity that is important. The US-led coalition has pretended to bomb Daesh (another name for Islamic State) for a year, without results.
“If you do it in a more efficient way, I think you’ll see results,” he said.
Pushkov refuted suggestions from Western nations that Russian planes were mainly bombing rebel groups opposed to Syrian President Bashar al-Assad but not IS.
“The main target are the Daesh groups situated closest to Damascus,” Pushkov insisted.
Russia’s defence ministry said its second day of bombing had hit five IS targets, including a command post in northwest Idlib province.
But a Syrian security source said the strikes had targeted Islamist rebels that fiercely oppose IS, and US-backed rebel group Suqur al-Jabal said Russian warplanes attacked its training camp in Idlib.
French President Francois Hollande, who will meet Putin first for talks, expressed his concern at the choice of targets, saying whether it was the US-led coalition or Russia carrying them out the target must be IS.
“It is Daesh which must be targeted, not other groups,” Hollande said yesterday.

Man shoots self at Rajiv Chowk Metro station
New Delhi: In a major security breach, a 22-year-old man allegedly shot himself with a country-made gun at the crowded Rajiv Chowk Metro station here tonight.
The person, identified as Sridesh Adhikari, a native of a village in Uttar Pradesh, was rushed RML Hospital, where he was being operated upon, officials said.

The incident, which took place around 9.45 PM, raised serious concern over security in the Delhi Metro network.
Both Delhi Police and CISF, which secures Metro premises, have initiated separate probe into the incident. It is being looked into how he could manage to enter the metro station with a gun, a police officer said.
According to police, Sridesh boarded a train from Chandni Chowk station (on Yellow Line) and was on his way to Noida (on Blue Line).
While changing train at Rajiv Chowk, he went to a secluded corner and allegedly tried to shoot himself on his head but he missed the target and the bullet grazed past his shoulder.
Hearing the gun shot, CISF personnel rushed to the spot and called up the police control room.
He was taken to RML Hospital. A senior official at the hospital said though Sridesh was bleeding profusely he was in senses and talking. The bullet hit his left shoulder and he was being operated upon, the hospital official said.
A case under relevant sections of IPC and the Arms Act has been registered and investigation in underway, the police officer said, adding that Sridesh will be interrogated once doctors declare him fit.

In Bihar, the BJP is back to good old populism. But careful about being called a copycat, the party is linking its best freebies to merit. The party’s manifesto, which is to be released on Thursday, will have sops for all sections of society, most importantly for the youth, women and farmers.

If Nitish Kumar thought his government (part of it was in alliance with the BJP) was still attractive to young girls and their parents in the state, then he must watch out. The BJP is about to promise a vehicle of women empowerment, at least the symbol of it, in all areas – urban and rural. If it comes to power, the party will give 5000 Scootys to girls – over 100 in each district every year – on basis of the marks they score in class 12 or Inter examinations. The idea is that Scooty, more than anything else attracts girls from all sections of society. No political party or state government has so far promised it. As a popular catch line of an ad done by Priyanka Chopra says, “why should boys have all the fun?” Narendra Modi’s idea of Beti Bachao and Beti Padhao takes a new turn. The BJP hopes it will gain maximum electoral mileage from it. Senior BJP leader Sushil Modi says that the Nitish government’s idea of cycles to girls could actually pay dividends for his party because he, as the then deputy chief minister and in-charge of finance ministry, made possible allocation of sufficient funds for distribution of cycles to girls.
If the meritorious girls are going to have fun with the Scooty, then boys need not be disappointed. The BJP is promising to distribute 50,000 laptops to meritorious Class 12 students who perform better in exams. The Samajwdi Party had been very successful with the free laptop idea to young students. The BJP has obviously taken a cue from it but its leaders are adding that it’s inspired by Narendra Modi’s Digital India thought. Meritorious students would include girls also. Another first of its kind idea from the BJP is the interest-free loans to farmers if such loans are taken for agricultural purposes. The party is not promising any loan waiver but is going a step ahead of loans on lower or nominal rate of interests. The promise, interestingly coincides with PM Narendra Modi taking the initiative in renaming the Agriculture ministry as Agriculture and Farmer Welfare Ministry. Union Agriculture minister Radha Mohan Singh said his ministry had already dedicated certain number of staff and appointed a joint secretary rank officer to conceive and coordinate on welfare measures for farmers. The state BJP has taken another cue from Narendra Modi’s successful power supply measures in Gujarat – 24 hours electricity supply in all parts of the state, all rural areas included by December 2016. Like Modi had done in Gurjarat, there would be two power feeder supply – one for domestic consumption and another for farming purposes. The BJP is using the Gujarat model to the hilt and adding some innovative touches to make it appear fresh. It is suggesting if the party is elected to power Biharis in Bihar will have a gala good time.

Anti-corruption bureau orders probe into the Kejriwal’s onion scam
More trouble for Aam Aadmi Party as M K Meena, joint commissioner of police at the Anti-Corruption Branch (ACB) of the Delhi government, on Wednesday ordered a probe into the scam in the procurement and sale of onions by the Delhi government.
The inquiry was ordered by Meena two days after RTI activist Vivek Garg filed a complaint with the ACB, seeking a probe into the matter.
“A team has started its investigations and a five-member team has been formed to look into this case,” said an ACB officer.
The Delhi government, in a statement, had claimed that onions were procured through Small Farmers Agri-Business Consortium (SFAC) at Rs32.86 per kg and, after adding transportation and other charges, the total cost of the commodity came to Rs 40 per kg.
To provide onions to the consumers at affordable rate, the city government decided to give subsidy of Rs 10 kg and started the sale of onions through 280 fair price shops and mobile vans at Rs 30 per kg,
However an RTI reply revealed that the AAP government had been buying onions at Rs 18 per kg and the Rs 40 they would have everyone believe therefore scamming the population of Delhi of crores of rupees.

Aam Aadmi Party (AAP) MLA and former Delhi law minister Somnath Bharti is still playing ‘hide and seek’ with the Delhi Police. After reports had emerged of him hiding in Agra, police sources say that he has moved out of that city also and his now moving between Haryana and western Uttar Pradesh.
Police sources claim that Bharti is being sheltered by some people with criminal antecedents and 4-5 men protecting Bharti are always accompanying him.
Domestic violence case: Somnath Bharti slips out of Agra, may now be in Haryana or western Uttar Pradesh
Bharti, wanted in a domestic violence case, was spotted on Wednesday evening in the trans Yamuna area of Khajuri Khas. On Thursday morning, he left Delhi and moved towards Agra. Later, he switched off his friend’s phone. On Friday morning his mobile phone was found active near Haryana.
Delhi Police officials say Bharti is behaving like a professional criminal, he is changing his mobile phone and his location frequently to avoid arrest.
A court has issued a Non Bailable Warrant (NBW) against him after his wife Lipika complained of domestic violence. Lipika had filed a complaint of domestic violence with Delhi Commission for Women on June 10 alleging that her husband had been abusing her since their marriage in 2010. She had also given a complaint to the police in this regard.
Delhi Police then registered an FIR against Bharti under sections 307 (attempt to murder), 498A (cruelty towards wife), 324 (voluntarily causing hurt by dangerous weapon), 406 (criminal breach of trust), 313 read with 511 (attempt to cause miscarriage without woman’s consent), 420 (cheating) and 506 (criminal intimidation) of IPC.

Amethi: Union Minister Smriti Irani on Sunday dared Rahul Gandhi to send her to jail, a day after the Congress served a legal notice on her over her land grab allegations against the Rajiv Gandhi Trust, and vowed to speak for the people of Amethi.
Irani, who lost to Rahul in his home turf in Amethi in the 2014 Lok Sabha elections, said “some persons get disturbed” by her visits to Amethi and asserted that she would not be cowed down by any legal notices.
“Some persons get disturbed with my Amethi visits,” said the HRD Minister, in an apparent reference to the Congress Vice President. “If Congress or Rahul Gandhi consider the women of this country ‘abla’ (weak), they should forget it. I am not the one to get afraid with this and will continue to raise Amethi’s voice.
“If Rahul or Congress have the courage then let them put me behind the bars. I will not remain silent. My relationship with Amethi is not that of elections,” the BJP leader said addressing a gathering after distributing saplings at Shivdulari Mahila Mahavidyalaya at Gungvaj village in Amethi.
The Uttar Pradesh unit of Congress served the legal notice to her in Delhi for alleging that the Rajiv Gandhi Charitable Trust had grabbed land of farmers in Amethi, terming it as “false and malicious”.
Asking the Union Minister to cease and desist from making any such imputations against the party, Congress said it will have “no option” but to pursue appropriate legal remedies, both civil and criminal, if she failed to do so.
“Yesterday, an advocate came to my Delhi residence when I was busy in a meeting. He has given a notice that he will take legal action against me if I make any comment against Rahul Gandhi or the Nehru-Gandhi family in Amethi,” Irani said.
A few banners were put up at the programme site against Rahul, the Amethi MP, but they were removed soon.
Meanwhile, soon after Irani concluded her speech, around 150 Siksha Mitras(contractual teachers) sitting in the gathering started raising slogans.
The minister assured from the dais that she had requested the state government to provide details related to Siksha Mitras to the Centre.
Once the details are received, the Centre would take appropriate step, she said.
“Till the state government sends the report, we are not in a position to do anything on this issue. I can only say that I will try my level best to protect the interests of Siksha Mitras,” she said.
However, even after the assurance, the Siksha Mitras gheraoed the minister when she came down from the dais.
Around 1.72 lakh Siksha Mitras in Uttar Pradesh have been agitating since their job regularisation was quashed by the high court.
Meanwhile, Union Minister and senior BJP leader Ravi Shankar Prasad said the Samrat Cycle issue is “shrouded in mystery” and asserted that the reply to notice will “further expose” Congress’ weaknesses.
“Smriti ji is capable of responding to the notice. Due reply will be given to the notice. It will further expose their (Congress’) weaknesses,” he said when asked, during a press conference at BJP headquarters, to comment on the notice.

If you use WhatsApp or Snapchat and regularly delete messages to keep your phone or computer clutter-free, think again. A draft government policy on internet security wants you to save all messages for up to 90 days and be able to produce them if asked by the authorities.
The draft National Encryption Policy on internet security also seeks to control the level of security online apps can build into their products and proposes that digital business save all information in plain text format for 90 days, potentially exposing such sensitive data to both government agencies as well as cyber attacks.
“Whatever little semblance of privacy exists, will be evaporated if this draft policy were to be implemented”, said Pavan Duggal, cyber law expert and Supreme Court advocate.

“The government may hold the users liable, according to the draft policy. The user has to keep data in ‘plain text’ for 90 days. Most people in the country don’t even understand what it means,” said Nikhil Pahwa, editor of tech news website MediaNama.
India doesn’t have an exclusive policy on digital encryption, or methods by which data is kept secure on the internet. The draft, seeking to address this legislative vacuum, cites ‘concerns of national security’ to justify its stringent proposals.
“There are security concerns, and they should be addressed, but not at the cost of the rights of individuals… It’s bizarre draft that has come out,” Pahwa added. “What if BPO’s in India have to make available to the government data they have from, say, banks in other nations? Does that not violate laws of other countries? Won’t they lose business?” said Pahwa, who also volunteers for savetheinternet.in.
The government’s proposal, uploaded over the weekend for feedback from the public, reads: “Encryption algorithms and key sizes shall be prescribed by the government through notifications from time to time… Service providers located within and outside India, using encryption technology for providing any type of services in India must enter into an agreement with the government for providing such services in India”. Encryption algorithms and key sizes determine how secure a communication is.
The draft’s proposal holds major implications for foreign software services providers because it gives the Indian government the right to determine what encryption standards should be used.
“The government has invoked the IT Act while making this document. Technically, refusal to comply with the final policy would be deemed illegal,” Ranjeet Rane, who works in the domain of digital certificates and data encryption, told Hindustan Times.
“The draft defeats the very purpose of encryption. If we are to save our sensitive data in plain text — leaving it susceptible — what is the point of the encryption in the first place,” Rane said. “Also, the onus of saving the data is on the user. He or she would not even know what to save, and how.”
The move comes at a time when the government is formulating its stand on net neutrality, which says all internet traffic should be treated as equal whether it carries voice, text, images, or video.
For the encryption policy draft, the Department of Electronics and Information Technology has asked for the public’s feedback by October 16.
Rane said the draft was likely to invite a wave of criticism from several quarters. “It’s like re-inventing the wheel. The government would end up adding an unnecessary layer in the information technology domain, preventing innovative solutions that are the norm in the dynamic domain of encryption from being tested and used.”
“The policy should try to promote innovative platforms like Hackathons while developing newer standards.”

Prime Minister Narendra Modi on Friday said education is the best and the least expensive way to fight poverty and urged the people of Varanasi to educate their children.
PM Modi, who arrived in his constituency for the first time in 2015, was addressing a gathering of the Rickshaw Sangh in his Lok Sabha constituency.
“The biggest weapon one can use to fight poverty is the education of children. I request you to please educate your children, no matter what the circumstances are,” Modi told the gathering.

Taking a dig at the opposition, he said for the last 40-50 years nothing has been done to eradicate poverty except raising slogans about ‘garibi hatao’. “If you had started banks for poor 50 years ago, I wouldn’t have to worry about how they will operate it. What did not happen in 50 years, I will complete in 50 months,” he said.
The PM said the focus should be on how to make the poor of India self-reliant and added that the first aim of his government is to make them self-sufficient. “If we bring about even a little change, use technology in our lives then even the poorest of the poor will earn more.”
He distributed 101 e-rickshaws, 102 pedal rickshaws, 150 hand carts, 250 trolley rickshaws, 1,000 solar lights, 1,500 readymade toilets at the multipurpose ground in Cantonment area. He also met some of these beneficiaries and uniforms and NSDC/ASDC skill certificate to the beneficiaries.
The PM will also lay the foundation of Integrated Power Development Scheme (IPDS) worth Rs 32,612 crore, ring road and Varanasi-Sultanpur four-lane project.
Earlier, he was received by governor Ram Naik and Uttar Pradesh chief minister Akhilesh Yadav at the Lal Bahadur Shastri airport at around 11am.
Constituents of Kashi had to wait for nine months for Modi’s Varanasi visit. After the cancellation of Modi’s earlier two visits to Kashi – on June 28 and July 16 – due to torrential downpour, speculations were rife that Modi’s third visit could be jinxed.
Elaborate arrangements were made at the Diesel Locomotive Works ground for Modi’s two earlier visits. But all arrangements, including waterproof pandals, were washed away in a heavy downpour.
The PM’s July 16 visit was marred by another unfortunate incident – a labourer was electrocuted while decorating the stage at the DLW ground from where Modi was to address a public meeting.
After the cancellation of his earlier visits, Modi took the responsibility to fix a date with Varanasi. It was after a thorough consultation with senior officials of the Indian Metrological Department that the PM finalised Friday for a visit to his constituency.
Modi’s trips to his constituency, Varanasi, are nothing less than festive occasions. Friday was no different.
Almost the entire city, especially areas around the DLW ground and Multipurpose ground in Cantonment area, was spruced up for the high-profile visit. Even the far-flung areas of the holy city were cleaned, with garbage disposed of.
The roadside tea stalls in Kashi were abuzz with discussions around Modi’s visit. At the famous Nadesar tea stall, BJP leader Dharmendra Singh was ecstatic. “At last, the long wait for Prime Minister’s visit ended today. People of Kashi were eagerly waiting for the PM to arrive in his constituency,” said Singh. Read more

BJP releases first list of 43 candidates for Bihar elections
The Bharatiya Janata Party (BJP) on Tuesday announced the names of 43 candidates for the Bihar Assembly elections, becoming the first major party to come out with its nominees for the high-stakes polls.
While releasing the list after the meeting of the party’s Central Election Committee, senior BJP leader and Union minister JP Nadda said over 50% of the candidates are women and youth while close to 60% belong to SC and backward castes.

The list carries the names of 26 sitting party MLAs while three sitting legislators have been denied party ticket. “We have tried to give representation to all communities,” Nadda told a press conference.
Elections for the 243-member Bihar Assembly will take place between October 12 to November 5.
Prime Minister Narendra Modi besides all other CEC members attended the meeting chaired by party President Amit Shah.
The party has also tried to keep its core support base of upper castes happy with several Brahmins, Bhumihars, Rajputs and Kayashthas given tickets.
BJP’s leader in the outgoing Assembly Nand Kishore Yadav is among those whose names were announced on Tuesday. He will contest from Patna Sahib.
No Muslim figured in the list which contained names for mostly those seats over which there is unanimity in the party.
The list included names of 19 candidates for the first phase and 15 for the second while nine others are for the seats going to polls later.
The first two phases have 49 and 32 constituencies going to polls and many of them will be contested by the party’s allies, LJP, RLSP and HAM (secular).
Nadda, accompanied by Bihar BJP chief Mangal Pandey, Bihar in-charge Bhupender Yadav and another state leader Shahnawaz Hussain, said the subsequent lists will have Muslim names.
The CEC deliberated for over two hours and was attended among others by Rajnath Singh, Arun Jaitley and Nitin Gadkari.
The list underscored party’s attempts to wean Yadavs away from Lalu Prasad and ensuring that sections of backward castes, upper castes and Dalits give solid backing to the NDA in what is being seen a prestige battle for Prime Minister Modi, who has pulled out all stops to wrest the state from ally-turned-foe Nitish Kumar’s JD(U).
Party’s chief whip in the outgoing assembly Arun Kumar, Renu Devi, Pramod Kumar, Prem Kumar and Nitin Naviun among others have been given tickets.
BJP will fight on 160 seats while LJP, RLSP and HAM (secular) will contest 40, 23 and 20 constituencies respectively.
