Ah, yes. If I were in Kira’s shoes, in the current situation, I’m sure I’d order L’s death.

What's the making of a murderer? Does intent matter?
During a downpour, you hydroplane across the street and into oncoming traffic. Unfortunately, you hit another car, and the driver dies. You have committed vehicular homicide. It was accidental, but you are the one that did the deed. You unintentionally killed someone.
A murderer can come from any walk of life, but not everyone can be a murderer. Indeed, accidents do happen. In fact, without knowing, you may be indirectly responsible for the death of someone. Perhaps you're a food service worker, and you cross contaminated something with another something someone is highly allergic to. This would also be accidental homicide.
But is it murder?
Murder carries a heavy connotation. Murder carries the weight of purpose and guilt. The traffic accident, and the allergic reaction, are not something I would actually call murder. The term 'involuntary manslaughter' exists for a reason. Ignorance is dreadful, but ignorance usually doesn't have intent.
Only a relatively small portion of the population has what it takes to intentionally become a murderer. To kill someone is extremely difficult. Humans are made to be resilient. To take a life is a process. While one may have largely no control over an accident, you have plenty of control in day to day life. You don't walk down a street and think of which person you might like to kill most. Unless you feel unsafe, you likely don't pay attention to the people around you at all.
A murderer has to pick a victim, and they must have some kind of motive, no matter how small. A murderer needs a method, no matter how unconventional. A murderer needs motivation. Attention, from the victim or the pursuers.
One might call me a murderer. I've sent plenty of people behind bars, and I'm certain that not all of them have survived. I've sent people to death row. I've used people on death row to accomplish my goals. Have I ever directly killed someone, with my own hands? No. However, actions have consequences, and the pursuit of justice is not untainted.
That's not to say that lack of intent makes for an innocent person. If you choose to hide your guilt, try to cover up your actions... you begin to become just as bad as a murderer. It is best to own up to mistakes. Hiding them will make them much more noticeable and cause bigger issues in the long run.
