It's not that they've become what they hated: they are the very Nazi's. Where do you think all those Nazi's disappeared to? Yes, lots of them headed to South America initially—with the help of friends within the Allies, particularly the US & UK—but no country was going to want to hide a load of Nazi's for a prolonged period—before long, they'd unite and take control of the country! So, what to do with them?
Give them Jewish identities: entire families and communities had been killed, so none could ever contest that these former Nazi's were now living as Jews; then given them their own country, and then arm and fund them.
