My personal opinion is it elevates the appearance of neck, chest / collarbone and shoulders best but everyone has their own taste.

Would also like to point out the fact that some are considered as dry oils as well as body oils or shimmers. I’d also like to include that many have more than one shade for different skin tones / undertones although the majority looks perfect on every skin tone.
