also if we're treating jinx and cait as foils, salo's point applies to both. jinx's name acts as a rallying cry against zaun, just as cait's acts as one for piltover. jinx's name is bewitching in that it can draw topsiders towards a common enemy and she can be emblematic of everything wrong with zaun and its people, where cait's can be upheld as a bastion of progress and piltover ideals.
in both cases, these young women are being used for a fight they're neither the whole symptom nor the cause of. they are both cogs in a much larger machine and both are being used as poster children for its violence. and i believe that some part of both of them relishes in that.
it's textbook "treat the symptom, not the cause", and if one person can be blamed while preserving the status quo, all the better.

i really think that this was THE turning point.
if salo had kept his mouth shut, ambessa wouldn't have dropped him.
ambessa already saw the potential in caitlyn when she stormed into that chamber, a flame ambessa could fuel. by mentioning this however, salo not only confirmed ambessa's inkling but he also highlighted the weight—the power—of the kiramman name.
and wrath and power is always a grim combination.
