Summary: Secondo wants new vestments for the upper clergy. Cecily want's the books to remain balanced. Neither are willing to budge, so Cecily decides to show him that one can still inspire lust in the old vestments.

"The new vestments will—"
"They're pointless," Bishop Cecily Lebasí interrupted, not speaking unkindly, but with confidence fortified by the late night she'd spent on the Ministry's accounts. Papa Secondo's brows drew down, his famous scowl turning its full might on the Cecily who, for her part, only raised her brow in return.
"Bishop Lebasí" Secondo ground out. "I did not think I had asked your opinion."
"You hadn't," Cecily agreed easily.
"And yet you gave it."
"Because I am right."
Secondo's nose flared, but Cecily felt no sympathy for him.
"I had not finished my sentence," Secondo ground out.
"No. But then you didn't need to." Cecily heard the sharp intake of breath from one of the other bishops at the table, but kept her attention on the Papa ahead of her. She knew her boldness was bordering on rudeness, however new vestments for any of the clergy, let alone all of the papas and cardinals as Papa Secondo was proposing, was entirely impossible with their current accounts. The Ministry didn't do things by half measures, if a design was supposed to look gold, in gold it was worked. Cecily had nearly cried when she'd looked up how much they'd spent kitting out the last Papa for his ascension. "This Ministry will not be getting any new vestments."
"And who are you to speak against a Papa's will?" Secondo asked, his voice dripping with a warning that Cecily knew she'd be ignoring.
"The one responsible for keeping us fed," she replied coolly, raising her chin a little and still refusing to back down from his glare. Sure, it was perhaps starting to unnerve her—the skeletal visage was intimidating enough without the fact that the man behind it was one of her Lord's representatives on earth—but she knew she couldn't show that. Couldn't show any opening or weakness unless she wanted it to all be over. "Besides, it's simply not necessary."
"Not necessary?"
"No."
"Tell me, Bishop, what role do our vestments serve?"
"To honor our Dark Lord and to inspire our followers in their faiths and their sins."
"Exactly. And how, then, are the rags—"
Cecily snorted. She hadn't meant to. Truly. Only the idea that Papa, towering over the table in a robe dripping in silverwork, might think to call such things rags had broken her slightly.
"Bishop? What, pray, amuses you now?"
Cecily hasn't thought that Secondo's tone could have gotten colder, she had clearly been wrong. She mentally shook herself, she was obviously going about this the wrong way. Coolness wasn't getting her anywhere, time to try heat.
"Which sin would you say, Papa, is the most important to encourage in our flock?" Cecily asked in a sweeter voice than she'd used yet. Secondo watched her carefully, anger fading slightly though wariness replaced it. Cecily waited for him to answer, and when she began to worry that he wasn't going to, stepped in to answer for him. "Lust. Or, at the very least, that's the one we preach about the most, isn't it?"
"Sí," Secondo conceded, and Cecily mentally cheered that he was talking again.
"So, you're telling me that the current vestments aren't inspiring enough lust in our congregation?"
Secondo's nose flared again, and Cecily took that as a yes.
"What if I prove to you that the current vestments do a perfectly acceptable job?" Cecily asked instead,
"What do you propose?" he ground out. Cecily got the impression that he was interested against his will.
"I will lead morning service tomorrow. If Your Holiness would attend, you might be persuaded."
Secondo crossed his arms and stared at her. Cecily no longer got the impression that he was trying to murder her with his eyes. Now, he simply seemed to be waiting for her to do something more. She wasn't terribly inclined to comply. Instead, she leaned back in her chair and folded her arms across her own chest—or perhaps under her chest was more strictly accurate, as she used the movement to highlight her plenty generous endowment. When Secondo's eyes flicked down, she knew she'd won.
"Fine," he said on a huff. "Until tomorrow."

Everytime one of these "protect women and girls" orgs go viral for doing something evil I like to take a look through their "wins" and see if they've ever helped protect even one single living woman or girl.
Collective Shout has:
Gotten a hotel to cancel a legal-aged porn star's reservation
Gotten a venue to cancel a Playboy Bunny themed party - again, attended by only adults
Pressured the Breast Cancer Foundation to pull ads that they found too sexy
got ads for a sex doll company removed because they felt the dolls resembled children
Got a beer coozy that had pinups of adult women printed on them discontinued.
Got an H&M ad pulled for back to school clothes for saying "Turn Heads"
Got Tyler the Creator banned from performing in New Zealand
I'm still scrolling and I have yet to see a single instance of a real, living woman or girl being protected by any one of their actions. They have on multiple occasions punished real, adult women for the audacity to be naked in some capacity they find distasteful.
Adding to this that they have lobbied to get a real pedophile released AND supported Cuties, which objectified and exploited real living children.
My main point is not that you have to love any of the things above, you can even hate them and wish they didn't exist. but they were able to dismantle the entire games industry and set a dark precedent regarding banks deciding who is morally good enough to spend money - and they aren't even helping any real women or girls in the process.

The group's name is 'Ghost A.D.' because somebody at the Ministry thought it stood for 'After Death' instead of 'Anno Domini.' They sing only the songs that metal-heads on Reddit don't like. Buying enough merch gets you sacrificed live on stage. 'De Profundis Borealis' is the OP for the anime adaptation ('I Was A Satanic Pope And I Got Reborn As An Idol?!'). Working on releasing figurines that you will be embarrassed to have on your shelf.

I'm not super happy with the mitre but I'm overall happy with this first real attempt at Papa 3. Also it doesn't translate well but the grucifix is done with a shiny metallic gel pen and it looks so satisfying lol also I found the reference from @oldonemaster !
