engie is mostly talking about the potential that miss pauling could make herself immortal and literally never free herself from the cycle of wrath and greed but it also speaks to me that his OWN FAMILY was chained to the administrator's rampage for three generations. because the only thing that could match the "forever" of a single person becoming immortal is something that casts a shadow across generations of your family.
he's telling her that he can finally quit now that the cycle has some break in it that he's finally getting out while he can, and that she should save herself too.

Spy told Scout that he is his father, and they had a big blow out. The kids were really young then, and Scout didn’t speak to Spy for years. By the time they reconciled, the kids were old enough that they’d be confused by a man they don’t remember being called their grandfather. So, to them at least, he will remain “daddy’s work friend” until they’re old enough to understand. The kids are obviously somewhat familiar with him, as evidenced by Scout saying “Hey! Look who’s here!” And the kids got all excited and did what kids do. The swarmed him and grabbed at whatever they could reach. Spy letting them tug on his expensive clothes is evidence enough that he loves them so much. Since Scout greets Spy with happiness and Spy is so comfortable and happy, I assume that he has nothing to hide from Scout. He’s just keeping it simple for the kids. Not to mention the Polaroid of Spy staring longingly at the picture of Scout’s Ma. If he allowed a picture of himself to be taken so blatantly, then he obviously wasn’t trying to hide his connection to her. Scout knows. And they finally have the bond Spy always wanted. That’s why he looked so happy, content, and at peace.

It seems that tf2 community got the impression that these are Administrator and her parents
But what if: that's Administrator, Zepheniah Mann AND miss Pauling. Think about it!
First here's Pauling who was fighting for a decade over something she didn't understand and, essentially, two people she didn't know.
All this time she was trying to collect Australium for Admin and Mann family. And that very thing led to both of them dying.
But this was only their last, their TRUE death. There's no colored prism to this picture, it's raw and horrifying to see people you cared for die right before your eyes.
(notice also that woman here is wearing blue, while man is wearing red. But little girl wears purple, symbolizing her loyalty to both BLU and RED)
Then there's a second rendition.
Engineer asked Pauling to collect all of the australium and drop it in the deepest part of the ocean. It must have felt like she's dropping her predecessor's lifes away. Burying them deep, as though they've never meant anything.
But when it comes to the third one, I have nothing to say. This one looks the most like the 19th century.
Maybe that's her coming to terms with the fact that she's a murderer too? The street/room is filled with what seems to be fire.
It's also interesting that not only their clothes are almost the same color, but TF2 logo is darkened from light purple to deep violet.
This might symbolize that, despite the fact that Admin and Manns are dead, their legacy is still here. And Pauling is the one who has to finally pay the price for this destruction.
