No you'd have to use fire on a Pikachu. They're resistant to electricity, so you need way too much current for it to be effective.

Although now I'm thinking if you had Pikachu leather would it be conductive? Could you make like a really cool leather jacket just absolutely covered in lights or an electric heated jacket because you used strips of Pikachu leather and hooked up a battery?
