i have a slightly more fleshed-out take on this now !!

i am of the opinion that though data does have metal parts, from what i can tell they're internal and therefore wouldn't impact his huggability.

my theory is that data's skin is texturally the same as human (if slightly softer), and as he's an android, he'd produce heat, which would improve the quality of his hugs.

because he's programmed to have sex, it stands to reason he'd also be programmed to hug and cuddle, as those are both intimate acts as well, despite being nonsexual.

basically, a hug from data wouldn't be too dissimilar from a hug from a human (beyond being slightly better bc of the heating/hug program he may have)

"data wouldn't be very good to hug bc he's made of metal" WRONG he is scientifically engineered to give good hugs
