The fact that it is confirmed on screen that H.Y.D.R.A wanted to keep Loki to do horrible things to him (and they weren't sneaky about it, Pierce literally said that Odin can keep what's left of him), and it was a very possible scenario, is on its own a scary and imo overlooked thing, but also:
1. Loki, who has been Thanos's asset literally minutes from that moment, hearing that someone else wants to do a similar thing to him, and having almost no reaction to it besides rolling his eyes in a "they're all the same, aren't they" way-
Like, wow, guy needs a therapist, I'm afraid he normalized such things in his mind to cope with it, like, yes, of course humans most likely couldn't possibly do something as painful and damaging as Thanos did, but this reaction was so casual (he continues to be too ok and casual about people hurting him in later movies, also, his conversation with Natasha?)
2. Steve, unknowingly, almost playing part in sending a tortured, fleshly brainwashed guy to H.Y.D.R.A??? Can we talk about that??? Considering the events of his next movie??? Imagine if Thor agreed to leave Loki on Earth? And he would be there when Steve finds out a year later? Steve already felt guilty about Bucky, imagine if he realized he doomed someone to this fate? Someone so similar to his best friend??? Because I can't stop thinking about it.
3. Continuing the topic of what-if-Thor-agreed, I think we could get Loki&Bucky interactions and trauma bonding. I am also afraid Steve would gain a second bestie in a package deal in CA:TWS, whether he likes it or not.
4. Also, how would Natasha react to it in CA:TWS then? Because she had this thing about being extremely grateful for the second chance Clint and S.H.I.E.L.D gave her, and she already had this horrible realization of working on killers all those years, so what if she found out that she 1. Refused another guy in need a second chance, 2. This guy was right about her job, 3. She played part in sending this guy to the killers she was working on.
....Ok, I'm sorry, I'm overthinking this

Not that anybody asked, but I think it's important to understand how shame and guilt actually work before you try to use it for good.
It's a necessary emotion. There are reasons we have it. It makes everything so. much. worse. when you use it wrong.
Shame and guilt are DE-motivators. They are meant to stop behavior, not promote it. You cannot, ever, in any meaningful way, guilt someone into doing good. You can only shame them into not doing bad.
Let's say you're a parent and your kid is having issues.
Swearing in class? Shame could work. You want them to stop it. Keep it in proportion*, and it might help. *(KEEP IT IN PROPORTION!!!)
Not doing their homework? NO! STOP! NO NOT DO THAT! EVER! EVER! EVER! You want them to start to do their homework. Shaming them will have to opposite effect! You have demotivated them! They will double down on NOT doing it. Not because they are being oppositional, but because that's what shame does!
You can't guilt people into building better habits, being more successful, or getting more involved. That requires encouragement. You need to motivate for that stuff!
If you want it in a simple phrase:
You can shame someone out of being a bad person, but you can't shame them into being a good person.
