Verstappen was the second car behind Stroll (it was Stroll, Ocon, Verstappen) when he crashed, so he caught the double yellow flags in T1 and T2. Therefore even without the red flag he wouldn’t have improved.

Stroll was trying to get the car moving in the time between the double yellows and before the red flag, hence the delayed red flag
