Tracking UP Police Inaction: FIR No 1529 / 2016

Feb 2016:  - Police complaint given to Sector 20 PS, SP Crime’s office and SSP office. - Serious harassment by Police in deliberately delaying filing an FIR.  - Excuses by SP Crime (Vishwajeet Srivastava) and deliberate false information given, bribe indications, and zero movement, despite all evidence/audio recordings that had been handed over.

Sep 2016: After putting pressure on the police (and announcing a Dharna for lack of registration of an FIR), finally a preliminary inquiry was conducted, no the basis of which the FIR under sections 420, 467, 468, 406, 506 was registered on 27.09.16. Inquiry found the following: - That fraud had been done by the accused - That the complainant had been cheated - Various charges made by complainant were correct

Sep 2016 to Nov 2017: - 4 IO’s changed, 2 ASPs changed, 2 SP Cities changed, 2 SSPs changed. Nothing was done on the case. Call recordings of all conversations are available.

Nov 29, 2017 - Called CO 1 Shwetabh Pandey. He assigned IO Shyodan Singh to the case - Spoke to SP City Arun Kumar. He said he would speak to Shwetabh Pandey to work on this case. - IO Shyodan Singh called me, understood the case, and still wanted to meet to understand details (despite my telling him that all details had just been provided to him on the case, and there was no need to meet) - Called IG Meerut Ram Kumar. Told him that the FIR was registered on 29.09.16. Since then 4 IO’s had changed, 3 CO’s, 2 SP Cities and 2 SSPs had changed. After FIR was registered, no proper investigation has been done. He said “he was very busy, to sms the FIR no, and he will get it done”. I sent the sms with case details.

Dec 8, 2017 - Spoke to IO Shyodan Singh. He again said “investigation is going on” and he still had not read the evidence. Upon my reminding him there was nothing to investigate and he should just do his job rather than make a fool out of me, he hung up on me. - Spoke to SP City Arun Kumar. Explained to him about the above. He said he will act on it. - Spoke to IG Ram Kumar. He had done nothing since the last call. Said to sms case details again. He was busy, but will do something. - Spoke to SSP Luv Kumar. He assured action in a week. Said he would talk to ASP Abhinandan Kumar and steps will be taken.  - Spoke to ASP Abhinandan Singh, shocked to hear that IO had filed a closure report just then (30 mins after I spoke to him)
