It was Eloise fault that her reputation was ruined, pen warned her time and time again not to stick her nose in it
But it's also Penelope's fault Eloise was a suspect -- Pen was walking on dangerous grounds with her work angering powerful families much less the queen.
And again its Eloise's fault she got put in that position but Eloise shouldn't HAVE to be thankful that Pen wrote the article about her. The article was as I have seen ppl call it a necessary evil but that doesn't mean all should be forgiven.
Because they were on a witch hunt FOR Pen. Yes her article helped El in the long run but Pen was more or less killing two birds with one stone; Saving both herself and Eloise.
Both are with their faults.
I don't particularly like Eloise but I find myself thinking that Penelope doesn't have room to criticize Eloise right now.
Cressida at the start of El's season offered her a spot with them telling her to surround herself with proper company -- Eloise at this point has no choice but to take it IF Cressida was still willing to offer it.
Eloise:
1. Doesn't need to be with the wallflowers/ people with out much social power she needs better rep.
2. Doesn't need to forgive pen at least not right now, her heart was also broken from her first love or whatever it was.
3. El is in a tough spot as well because just like Cressida's rep can help her El's will bring down Cressida and co.
In fact, better El be with them than drag Pen down with her?
Pen has no notice as she said that one time, her family is Jane Austen's pride and prejudice or Emma broke.
Penelope not being friends with Eloise will be just as helpful to her as that Article she wrote was to Eloise.

I am the same. I get horrified when someone might like me. I'm not happy I'm looking for all exit points. Sweating, heart racing wishing, hoping they say it's a joke.
one time a guy asked me out and i got like racing heart, funky stomach, etc. and i was thinking "ah classic symptoms of excitement or nervousness this must be the love they're all on about" but i realised that actually no i was terrified and not happy in the least
moral of the story: don't self-diagnose emotions
