When he fulfilled his vow, he felt calm because he had done what he promised to Erwin. 

 Everything he has done has been for Erwin, in his memory. Levi is just missing Erwin so much, and has just been fighting to put meaning to Erwin’s death.

He knows that what they devoted, that all their dream have come true, so seeing his friends means he lives for their dream, and he knows that they will always be there for him. That Erwin is always there, and always has been.

Erwin: Let me rephrase…

Erwin: You need to not roll your eyes when people cry.
