I think part of the reason why there is such a divide in opinion in the Eastern and Western fandoms about Goro Akechi is because of the age of majority/adulthood.

In Japan, children born on or before April 1st start school at age six; children born after April 1st start school the next year at age seven. This means that Goro, whose birthday is June 2nd, would turn 18 during canon events, since we know he’s a third year high school student.

In most western countries, the age of majority is 18. In Japan, it is still 20, despite the lowering of voting age to 18 effective July 11, 2016.  This means that Goro is still a minor in the game according to his country’s laws, despite being the age of majority in countries of fans playing the game in the West.
