Dropping into The Stanley was a common routine for Chia. The capo not only liked to keep her bosses informed of everything she was doing but she received great satisfaction from annoying some of the The Stanley’s if they were ever there. Propped at the hotel bar, a hefty sigh heaved from her chest when Zen came to a stop beside her. She didn’t know how long he had been a thorn in her side, she had lost count all the way back in New York. “Great, just what I wanted. Company.” she said with a flat tone, poking her cheek with her tongue to ease the tension in her jaw. He hadn’t even said a word and was already annoying her. “Don’t you have something better to do, Zen? Like being Quinlan’s little murder toy?”

“Cadey, Cadey, Cadey.” Chia-Wei skips down a few steps to where the loan shark operated, knocking a little pattern on the open door. She only made an appearance when there was serious business to discuss. She didn’t have a firm hand or a soft one, she considered herself to work fairly but some people under her might disagree. “Does the name Bobby Anderson ring a bell?” she asked, tilting her head to watch his reaction. “Thought it might.” Chia grinned, walking the rest of the way towards him. “Been a few months and no payment from him, I’m starting to think all the claims of the big bad Wolfman are just fairytales.”

The Chen family have always had a closeness to the Kelly name in New York City, especially considering Chia-Wei's parents worked within federal government, and for a pretty penny could make things happen as and when needed behind the scenes.
While she was growing up, Chia-Wei spent a lot of her childhood side by side with Kelly children at family gatherings or the big parties they would all host. In her childish innocence, she saw them as family friends but when her parents began trying to force her into the political world she learned the reasons why.
Chia-Wei retaliated against the pressures to work within politics or government often enough that her parents had no choice but to reveal why they needed her to so badly. This didn't sway Chia-Wei's decision and she continued to refuse, wanting to work within the art-world. She thought this would mean she avoided having to join her family's dark secret, but the Kelly's still found a use for her once she was old enough for their money laundering needs.
Eventually, she became more involved than simply an affiliate and she had seen the criminal family as close friends who she grew up with. The Kelly's personally offered her a position as a capo and she accepted, knowing that there was no other choice. She couldn't ever escape their world and it was better to join them than be against them.
Chia-Wei has been a capo now for 5 years and followed Quinlan and Cian to Lockwood Springs when they needed her to. Despite her initial reservations about working for them closely, she is deeply loyal to them and their vision. She knows they're not good people, and she made peace with the fact it means she might not be much of a good person either.
