While there doesn't seem to be any concrete evidence, technically, since there doesn't seem to be a notification that you're giving a spooky boop, the boops spam seems to be confirmed as how you're supposed to do it

After more research, I have come to the conclusion that you ah e to spam boops to send someone a spooky boop. It seems, from what I've gathered, that you need to spam boops until the notification at the bottom goes away. You need, like, 7 or something. Either that, or it's a rare message. Either way, spooky boops seem to come from boops spam. But not just any spam

I don't know how to replicate it, but I somehow worked with a friend long enough to get this

To get a spooky boop, you have to spam as many boops as possible before the notifications disappear. At least that's the running theory. It's equally possible that maybe it's just a rare message or something. But this is as close well get to an answer for now
