Two sides of the same coin.

The shortest version of the story beind these designs is that in an alternate timeline after ItA, FtC (and to some extent, CtM) never happened to Henry.

Instead, he chooses two completely different paths moving forward after taking down the airship division.

Mr. S. works as a gun for hire/assassin, taking contracts from shady figure after shady figure. On the other hand, Agent Stickmin works for (presumably) the government, clandestinely. Most of their targets are more or less, high-ranking Toppat Clan members.
