People just assume Jack has one, Yusei and Crow don't even hide the fact they don't have one. Judai most definitely doesn't have one but who's gonna stop him, Yugo doesn't know what a license is and everyone else was in illegal duels.

And that includes Seto Kaiba, that man does not have a license, can you imagine the poor guy who pulls him up like sir you were speeding.
