Wilmington Housing Authority to move forward with plans to redevelop neighborhoods

The Wilmington Housing Authority is making strides in renewing one of the city's oldest public housing neighborhoods, providing much-needed updates to the area. WILMINGTON, N.C. (WECT) - Exciting changes are on the horizon as “I’m glad they’re doing it after 80 years,�� said Carlton Hines, who has lived in the Hillcrest neighborhood his entire life. “Instead of patching stuff up, fix stuff the right way.” For decades, Hines has watched Hillcrest spiral downwards. Numerous families have become casualties of mold and other hazardous living conditions in the area. Such issues are all too real for those enduring them first-hand. “That’s why you got a lot of people that don’t want to live in these low-income [homes], because the damage of the houses, how bad the mold is,” said Hines. “They just run in there and patch stuff up instead of breaking stuff down.” Wilmington Housing Authority director Tyrone Garrett wholeheartedly believes that it is time for this 80-year old property to get a much-needed facelift and improve the patchwork. “We’re actually talking about a full demolition of the site,” said Garrett. “I know there have been past talks about a redevelopment project such as this but I think we are at the right time for us to start hitching our wagons to some horses and start to pull.” On Monday, the WHA began a series of assemblies with local stakeholders to disclose the specifics of their imminent projects. During this event, Related Urban and TedCo were exposed as partners for the agency's development. Garrett believes this is only the start of a multitude of transformations that WHA has in store. When he have initially assumed the role last spring, his fundamental mission was to reconstruct all properties owned by the authority. “We’re going to attempt to do a full rehabilitation at Solomon Towers, our senior building. Then, we’re going to also start looking at Houston Moore as a possible opportunity for redevelopment and new construction,” said Garrett. Garrett has clarified that WHA is currently exploring the possibility of constructing the new units on-site, which would grant residents a seamless transition from their old to new dwellings. Upon being deemed viable, this plan will ensure that no one will have to endure displacement during construction and demolition: once all are settled in their fresh accommodations, the preceding edifices can be demolished. Hillcrest currently houses 256 units with roughly 200 tenants who are lawfully allowed to return should they be displaced during the redevelopment stage. The new development will contain a minimum of as many dwellings as the existing community. Leaders are giving thought to potential ways in which they might up the density of this district, according to Garrett.
