Govt. of India introduces new registration series for vehicles for easy transfer across states
A new regime of “Bharat” (BH) series of registration mark for new vehicles introduced to facilitate relocation from one state to another.
The central government has taken a significant step towards doing away with the practice of changing registration number if a vehicle is shifted from one state to another.
A new series of registration number has been introduced by the Union Ministry of Road Transport and Highways for the purpose.
The BH-series is the latest reform introduced by the central ministry. Last year, it had mandated all vehicles sold in India before April 2019 to have high security registration plates (HSRP).
The Ministry, vide notification dated August 26, has introduced a new registration mark, Bharat series (BH-series), for new vehicles. A vehicle bearing this registration mark shall not require assignment of a new registration mark when the owner shifts from one state to another and takes the vehicle along.
Format of BH-series registration Mark will be YY BH #### XX (YY for year of first registration, BH is Code for Bharat Series, #### is the randomized four digit number and XX are two alphabets).
Vehicle registration facility under the BH-series will be available to defence personnel, employees of central government and state government, central and state public sector undertakings and private sector organisations having offices in four or more states/union territories.
“Station relocation occurs with both Government and private sector employees. Such movements create a sense of unease in the minds of much employees with regard to transfer of registration from the parent state to another state as, under section 47 of the Motor Vehicles Act, 1988, a person is allowed to keep the vehicle for not more than 12 months in any state other than the state where the vehicle is registered, but a new registration with the new state-registering authority has to be made within the stipulated time of 12 months," the ministry said.
For vehicles opting for BH-series registration the motor vehicle tax will be levied for two years or in multiple of two. Objective of the scheme is to facilitate free movement of personal vehicles across states/UTs of the country upon relocation to a new state/UT. After completion of the fourteenth year, the motor vehicle tax shall be levied annually which shall be half of the amount which was charged earlier for that vehicle.
Under the existing law, a person is allowed to keep his/her vehicle for up to 12 months only in any state other than where the vehicle is registered. New registration with the new state-registering authority has to be made within 12 months.
Re-registering the vehicle entails obtaining No Objection Certificate (NOC) from the parent state, assignment of new registration mark after the road tax on pro rata basis is paid in the new state and apply for refund of the road tax in the parent state on pro rata basis.
The process of securing refund from the parent state is cumbersome and varies from one state to another.
A passenger vehicle user takes the following steps to no-register a vehicle:
-No Objection Certificate from the Parent State for assignment of a new registration mark in another state;
-Assignment of new registration mark after the road tax on pro-rata basis is paid in the new state.;
-Application for refund of the road tax in the parent state.

This provision to get a refund from the parent State on pro-rata basis is a very cumbersome process.
The motor vehicle tax will be levied for two years or in multiple of two. This scheme will facilitate the free movement of personal vehicles across States/UTs of India upon relocation to a new State/UT. After completion of the fourteenth year, the motor vehicle tax shall be levied annually which shall be half of the amount which was charged earlier for that vehicle.
It further said that 2 per cent extra charge will be levied for diesel vehicles, while electric vehicles will be charged 2 per cent less tax.
In case, where the vehicle bears BH-series registration mark, the motor vehicle tax shall be levied electronically.
The new rules also called Central Motor Vehicles (Twentieth Amendment) Rules, 2021, shall come into force with effect from September 15, 2021. The registration mark for BH-series vehicle will be generated randomly through the portal.

What steps are required to complete my reservation?
Go online and select your preferred configuration, create a Account, select your preferred dealer and enter your credit/debit card details and address. A confirmation receipt will be sent to the email address you provide.*
Can I select any Dealer?
Only Brand Dealers who are eligible and have activated online reservations can be selected. The eligible dealers will be provided based on your ZIP/Postal code, or you can enter the name of your favorite Brand Dealer*.
Can I make changes to my reservation?
You will be able to make changes and complete your vehicle selection at the time you place your order.*
Can I cancel my reservation?
Yes. You can cancel your reservation at any time and receive a full refund.* You can do this in your account at dealer website. If for some reason you can't process the cancellation online, you can contact a Customer Care. In case of Ford (U.S) at Ford Customer Experience Representative at 800-392-3673 (Ford U.S.). After canceling, allow seven to 10 business days for the reservation deposit to be credited to your original form of payment. Once you progress from a reservation to an order with a dealer, however, cancellation requests would be at that dealer's discretion.
When can I order my vehicle?
You will be notified prior to when the ordering windows open to finalize and confirm your selection and agree on pricing with your dealer.
What happens to the reservation deposit once I order?
The reservation deposit will be handled by your dealer along with the other details of your vehicle purchase.*
Am I buying this vehicle directly from Maker?
No. The purchase agreement will be between you and the dealer, not you and Maker.
How many reservations can I make and can I transfer my reservation?
Up to two reservations per account. Your reservation number is assigned to you and cannot be transferred.*
Will you share my reservation information with my dealer?
Your reservation information will be shared with the dealer you select at the time of reservation. Please see the privacy policy for additional information.*

Alert : Toyota is conducting a safety recall involving fuel pumps of certain Toyota and Lexus vehicles
TORONTO, ON– Did you know that in October last year, Toyota Canada Inc. conducted a safety recall involving fuel pumps on certain Lexus and Toyota vehicles produced between July 2017 and September 2020.
Approximately 125,802 vehicles are involved in this recall. The model and model years that have vehicles included in this recall are:

The subject vehicles are equipped with a fuel pump which may stop operating. If this were to occur, warning lights and messages may be displayed on the instrument panel, and the engine may run rough. This can result in a vehicle stall, and the vehicle may be unable to be restarted. If a vehicle stall occurs while driving at higher speeds, this could increase the risk of a crash.
For all involved vehicles, Toyota and Lexus dealers will replace the involved fuel pump with an improved one at no cost to customers.
Owners of vehicles included in the recall will be notified by late December.
Information about automotive recalls, including but not limited to the list of involved vehicles, is current as of today’s filing date and is subject to change thereafter. Walmart Really, Really Wants To Be Instacart Now
The retailer's new GoLocal program will partner Walmart's delivery fleets with local merchants, big and small.
Walmart on Tuesday announced the rollout of a new delivery service called “GoLocal,” which will see the retailer offer its fleet of delivery drivers for smaller businesses looking to get orders out to their customers. GoLocal will be built on Walmart’s quickly growling fleet of delivery drones, driverless vehicles, and gig workers, which the company claims already reaches “nearly 70%” of the population.
“In an era where customers have come to expect speed and reliability, it’s more important than ever for businesses to work with a service provider that understands a merchant’s needs,” Walmart CEO John Furner’s statement reads.
“We’ve worked hard to develop a reliable last mile delivery program for our customers,�� said Tom Ward, a senior VP who handles Last Mile programs at Walmart. “We’ve designed Walmart GoLocal to be customizable for merchants of all sizes and categories so they can focus on doing what they do best, leaving delivery speed and efficiency to us.”
Undoubtedly, countless Walmart customers will, the same way those customers have already been doing with Uber, Dolly, Roadie, and every other platform that’s bubbled up in the delivery space until now. In a world where “innovation” increasingly means cribbing the best features from your competition, Walmart’s slow DoorDashification is all but inevitable.
Naturally, gig workers got the short end of the stick in this race to deliver all things to all people.

Vancouver is considering traffic congestion tolls
Vancouver has the worst traffic in Canada and according to a recent National Observer report, “by 2040, a whopping one million more people are projected to move to Metro Vancouver, with an expected increase of 600,000 vehicles on the roads.” For those who don’t live there, I don’t know if you’ve ever (tried) to drive in downtown Vancouver, but it’s pretty much a nightmare. I was there for work one time and was told we would be setting aside over two hours for the trek to the airport — about a 30-kilometre jaunt in the morning rush hour. It was warranted.
If implemented, Vancouver would be the first North American city to see tolls applied to its roads. The idea itself has already been put into action in places like London, England since 2009, which now has one of the largest “congestion zones“ in the world, as well as the toughest rules. If you drive in this zone between 7:00 am and 10:00 pm any day of the year save Christmas, you pay £15 (CAD$26) each time.
In 2019, they stepped up the program to include an Ultra Low Emission Zone (ULEZ) that operates around the clock except for Christmas day. “Motorists who drive into the zone in a vehicle that does not meet the new emission standard (petrol vehicles that do not meet Euro 4 standards and diesel vehicles that do not meet Euro 6) will have to pay a daily charge.” The tolls are £12.50 (CAD$22) per car, van or motorcycle; and £100 (CAD$176) for trucks and buses. The ULEZ zone is the same as the congestion zone, and those charges are in addition to the congestion zone charges. They note that most vehicles built since 2006 can meet the requirements of the ULEZ (there’s a handy checker for residents). An additional Low Emission Zone (LEZ) is aiming to get the most-diesel-polluting trucks off the road. There were some suspensions during the pandemic, but the charges are getting back to normal.
