remember that first live action scooby doo movie. where the antagonist was literally scrappy doo and he was stealing peoples souls, like actually really stealing and absorbing souls, and was planning on taking scoobys soul to rule the world with an army of demons and get revenge on the gang after they abandoned him because he kept peeing in the car, and near the end he turned into this huge dog monster

Why Pokemon Battles Aren’t Illegal(illegal).

1. Most Pokemon actively enjoy it.

2. They know this will make them better(leveling up and evolving).

3. People have seen Pokemon fighting on their own choice. 

4. Pokemon usually don’t take heavy damage when they faint. Even when they take damage they can be healed with simple berries(along with many other ways like potions and even fresh water).

5. Pokemon Centers are both effective and free. See 4.

5. The police department probably realize that allowing normal people to train their Pokemon will help get rid of crime in the long run(especially if your the protagonist).
