 Legal Requirements for Bulk Mailing
Bulk mail is a term used to describe large quantity mailings that qualify for postage discounts. These mailings can be either non-profit or for profit and may include letters, postcards, and other promotional materials. However, they must be prepared according to the guidelines for bulk mailings. Failure to do so can result in rejection of the mailings by the USPS.

A minimum of 200 identical pieces must be mailed for a mailing to be considered a bulk mailing. Each piece must have a standard mail (bulk mail) indicia printed on it. The indicia can be added when envelopes are printed at University Printing or it can be hand stamped by the department requesting the mailing. The indicia will appear on the top right corner of the envelope. Departments can choose to have their mailings prepared and addressed manually by Mailing Systems or, for larger discounts, they can hire a third-party vendor to do the work for them.
It is also important to note that for a bulk mailing to qualify for the lowest postage rates it must be a machinable mailing. The size of the piece, its thickness and the way it is packaged will determine if it meets this requirement. Additionally, the pieces must be addressed and the contents of the mailing sorted by price when it is submitted to the postal unit. This is called presort and price documentation.
Finally, bulk mail must be processed through NCOA (National Change of Address) before it can be mailed out. This process can take up to two weeks from the time it enters the U.S. Postal Service system and will require additional labor from Mailing Services to prepare for delivery.

Bulk mailings are large quantities of marketing (formerly known as Standard Mail) and presorted First-Class Mail that qualify for reduced postage rates because the sender performs some of the Postal Service labor of sorting, addressing, enclosing and labeling of the mail. Mail that qualifies for these discounted rates includes flyers, brochures, advertising, circulars, newsletters and bulletins, lightweight merchandise and catalogs.
Departments are not allowed to prepare their own bulk mailing services as they must meet U.S. Postal Service bulk mailing guidelines and the Mail Center cannot guarantee that all preparation will meet those requirements. Instead, departments are encouraged to work with one of several vendors that have been pre-approved by Distribution Services. If your department plans to use an external vendor, please contact them early in the process to avoid delay and to allow enough time for the outside company to prepare the mailing according to USPS standards.
All mail mailed at bulk mailing rates must be preprinted with the proper indicia and the unique permit number. If you are planning to use an external vendor, you must also submit a sample of the complete mailing to Distribution Services for review and approval prior to sending it out to be processed. The sample should be marked with your budget number and must include a blue departmental mail slip.
