hmmmmm... well, two things that have helped me recently are silhouettes and direction.

take my edda and aven designs - they have distinct silhouettes: edda is bottom heavy, aven is top heavy. edda is all softness and floofy hair that flows like a river, and aven is all sharp edges and a design that seems to flow upward like a breathing flame.

having a clear silhouette by blocking out shapes without details is always a fun way to get ideas, and is just good practice for character design.

then, there's direction.

take my Gentle Stars design: I was so frustrated by the dress, until I found a particular direction for the fabric of the top part to follow, and all fell into place after that.

it's all jargon, I know. don't take me too seriously :p

just play around with it and have fun! that's all that matters in the end, really :D
