Due to the lower angels being comprised of hydrostatic wires that have to be shed from time to time, they molt - not too different from birds. However due to the wires taking time to regrow and the angels needing to regain the finer control of the wires, they often look disheveled, even when assuming a human disguise. The disheveled look isn't a problem for parts that are covered by clothes or are in the same place as hair, however it becomes a problem for areas like the face or hands where the "skin" might appear like it was flayed or the "flesh" might appear like it's falling apart, though with the obvious lack of blood.
