Continuing the Knives actually likes Legato theme (as always, just my opinion).
Knives doesn't want Legato to die.
Knives sent Elendira to save Legato when Vash's Angel Arm went out of control during the fight with Hopperd, Zazie, and Midvalley. Even thought everything was going according to Knives' plans: Vash is on the edge, almost broken and beginning to doubt his ideals, if he shoots Legato now, he'll kill not only him, but everyone around him, including Meryl and Nicholas. In that case he will be broken for sure and Knives will get his way.
I believe it was originally Legato's own idea and Knives was going to allow it, but decided at the last minute that he didn't want it.

The literal translation is something like: "I was late in making my decision, but now I see the full amount of work to be done." Later, he also tells Vash that he was going to use Legato to take out those who stand in the way.

So Knives' excuse is that he has some errands for Legato, but in reality Legato was just hanging from the ceiling until Vash arrived. The fact that Legato would have to restrain Vash was not a part of Knives' plans (he was counting on just absorbing Vash). So Knives just wanted Legato stay alive.

By the way, note that this scene took place after Knives said he didn't believe in Legato's ability to restrain Vash. (Actually, the scene in the flashback took place when Vash was already a prisoner. So Knives was basically saying "you can't restrain Vash and I don't care about your loyalty, so go restrain Vash, I'm counting on your loyalty...".) That is, as I wrote in another post, he lied and has since relied on Legato twice.
Then, after being shot in the head, Legato fell into a coma and became essentially useless, but Knives wouldn't let him die, even though there was no guarantee he'd even wake up. Elendira is basically voicing what Knives should be thinking if he really didn't care about Legato.

And later, Knives managed to fire a shot that destroyed an entire city, but Legato left unharmed.
