Wondering on how "they" (race organizer) will by-pass that. Read the listed "not essential travel". The Mexico-US land border remains closed to all but "essential crossings" until at least October 21st. According to the Notice, the following activities do not fall under the definition of “essential travel” and are prohibited: * Individuals traveling for tourism purposes (e.g., sightseeing, recreation, gambling, or attending cultural events); * It has also been stated that shopping trips and routine family visits are prohibited; * Mexicans and other foreign nationals with US tourist visas are not permitted to enter the United States by land, rail or sea ferry unless they can prove their trip falls under the definition of “essential travel” as described above.

As expected by everybody using some logic and common sense - Following further review with Mexican state and federal government authorities regarding the conditions in Ensenada under the new Coronavirus (COVID-19) stoplight monitoring system activated in Mexico as of June 1st, the race organizer has announced that the 52nd Baja 500 will not take place as scheduled from July 14th through July 19th. “The race promoters focus on the health and safety of our racers, sponsors, media, fans, staff and citizens of Baja California remains our highest priority,” stated Jose A. Grijalva, race director. “We are grateful for the patience and understanding of everyone involved due to the challenging and constantly changing situation of the Coronavirus (COVID-19).”
The organizer will provide information regarding the 2020 Desert Series Championship schedule as soon as possible while continuing to work with municipal, state and federal authorities in monitoring the very fluid health and safety conditions in the state of Baja California.

San Felipe 250 accident 2018
Now that's some interesting read in the San Diego Union Tribune. Shines a different ligth on the Terrible Herbst Trophy Truck accident that killed 2 spectators and cast doubt on the "spectators to close to racetrack" remarks initially made.
The friends, Omar Coronado and Abelardo Padilla left San Vicente to see the races. The group set up camp about 30 feet from the course, and prepared lunch. Though several members of the group had been drinking beer, consumption had been moderate, Delgado said; Coronado, who was the designated driver, had not been drinking at all.
As the Terrible Herbst Trophy truck approached, it hit a large rock and lost control, causing a nearby group to scatter. Veering off the course, the truck initially headed straight for the spot where witness Delgado, his son, and three other members of the group had been standing.
But it then made a sudden turn, Delgado said, skidding in the direction of Coronado and Padilla, spraying them with dirt before slamming into them, and killing them on the spot, he said. The driver and his co-pilot were unaware of what had just happened when their vehicle came to a stop by some bushes just off the track, Delgado said. He said said some ten minutes had gone by - the brother said no more than 20 minutes when they watched as members of Herbst team arrived in pickups, and quickly drove off with the two racers.
As they were being taken away the driver “was crying,” Guillermo Delgado said, while the navigator “could not be calmed down, he was devastated.” Still in shock from the accident, the Delgados then watched as a man got into the Trophy Truck, and drove it away, despite members of the crowd telling him not to move it.
More than a month later, Delgado said he does not blame the driver for the accident, but for leaving the scene. He also blames “our police system that did not arrest them” for doing so, and allowed them to get away. “If they had done this in the United States, they would have faced consequences. How can they do this in Mexico and just wash their hands of it?”
As in the United States, it is illegal to leave scene of an accident, particularly when injury or death occurs, said Fernando López Alarcón, a Mexicali attorney with long experience investigating accidents in Mexico.
Repeated to efforts to reach the Herbst team, or its representatives, were unsuccessful. Messages left at the family’s Terrible Herbst convenience store business in Nevada and at the Terrible Herbst Motorsports office in Huntington Beach were not returned.

A very high finishing rate of 70.9 percent in the very challenging elapsed time race that had a 13.5-hour time limit.
