flins doesnt need ineffa to clear content, so long as u have another electro like fischl or kuki or ororon (the latter two being more invested in constellations since they give em to the team), a hydro applicator (preferably aino who is the free nod-krai 4* iirc and esp at c6 + so u can make use of the 2 nod-krai character buff), and someone like sucrose who can give em buffs (or c2 kazuha if u really want to go there...) then u can clear content fine !!

if u do care about meta and/or the damage, then yes, without ineffa he has around a 20% dmg decrease iirc (maybe its changed since the last i checked but thats what i last remember seeing), and having her in his team will be more comfortable than without, but u could also go for his c1 if u dont want to get ineffa and just want to invest in flins, since with his c1 its around the same as with ineffa in the team (unless they change it last minute...)

i think its an exaggeration to say its a ton tho, bc like i said he can still clear content. but if u want to hit his ceiling dmg without her, then having more em buffer focused characters who are pretty highly invested in (constellations which boost team em, artifacts, weapons like ttds on sucrose, etc) will be what that team will look like !!

but for his actual ceiling dmg then its ineffa (for energy funnelling as he is pretty energy reliant meaning he needs another electro for the particles, with ineffa being the most optimum unit for that need alongside her own personal damage), or c1 flins who has his special elemental skill cd reduced by abt 4 seconds meaning he can rotate quicker and funnel more energy for himself without her needing to be on the team (again STC bc who knows if they will change that constellation 😞)

but also if u decide not to pull for her and focus on getting flins first and foremost, u can always get her on rerun after seeing reviews on his performance with and without her post his release !! it just depends whether u have the funds available

i was rewatching ineffa's character teaser and trailer and imagine you're like... an older sibling figure towards aino who took her in when she was younger, taught/allowed her natural talent for machinery to develop further, and helps out in the clink-clank krumkake craftshop whenever you can.

you're also a renowned blacksmith, often having people come to you with commissions of repairing and/or modifying weaponry of various makes, which is how how varka first meets you — the surrounding air smouldering, repeated clangs of steel on steel, eyes brighter than the sparks flying from your anvil, and his heart all but ready to burst from the seams of his ribs.

he barely registered the knight moving from his side, only managing to snap out of his stupor when your curious gaze shifts from him to the said knight now in front of you, his broken sword in hand with a sheepish expression.

right. they were here to fix a broken sword, and the locals said you were the best of the best. their words seem to hold a semblance of truth when you perk up, your once focused expression brightening into something akin to intrigue, and begin muttering properties he didn't even know were in a sword until now under your breath. the tips of your fingers are feathery-light when they brush against the fragmented steel, eyes sharpening like that of a newly forged blade as you assess the damage done.

it isn’t until the air becomes sweltering does he realise he’s moved closer. the knight merely looks at him questioningly, but varka pays him no mind when he finds himself drawn like a moth to flame at the way you cradle the steel shards in reverence, at the way your lightened expression hardens with a resolve almost lost on him, at the way you—

you barely look up. "don't get too close. you'll get hurt."

his heart swells, an unrestrained grin stretching his lips into a bright, giddy smile, his heart beating a mile a minute. two sentences. seven words. it really shouldn’t make him as happy as it does, but he can’t help it. you care about him, is essentially what you’re saying despite only having seen him for the first time roughly seven minutes ago and not even aware of his name.

you don't, he quickly comes to realise. not in the way he wants you to at least, considering you say that to "every fool who steps too close, only to get burned from their own recklessness."

hahaha... it's fine! he'll be out of the "everyone is a fool, including you, because you're part of the general crowd and not yet someone special to me" zone soon enough! after all, he’s the grand master, and he is a persistent man if nothing else!

and, well, he tries. he really does.

he comes to your workshop whenever he can, sometimes bright and early because he insists he can help you as "the grand master of mondstadt's knights of favonius!" (he pretends his heart did not shatter into smithereens when you asked if the ordo was some new emerging organisation.)

he brings you food from the tavern because he’s noticed your terrible habit of neglecting your health in favour of working on your current commission(s). (the first time you allowed him to feed you directly on the condition you got to continue working was the day he’s pretty sure he saw celestia.)

…and a multitude of other things he has done in an attempt to get you to notice him.

despite his efforts, your attitude remains steadfast. in fact, the only times you seem remotely excited is when he pulls out wolf's gravestone and some of the other weapons native to mondstadt! and while he probably should feel a little sour that a large mass of iron is getting more love from you than he is, varka really cannot help the adoration which grips his heart at the sight of your unadulterated enthusiasm for your passion.

that still doesn’t mean he’s completely content with the excruciatingly slow progression of your relationship, however. but really, when you’re so immersed in your craft like the brilliant mind he’s come to admire, and he only seems to fall deeper into this bottomless well of affection for you with every shared moment, what can he do?

"anomalies detected. increased body heat... abnormally high heart rate... excessive sweat production... grand master, are you unwell?"

...and ineffa, who just blurts out the painfully obvious pining like she's micro-analysing an unknown species in her monotonous voice without fail, has steadily become varka's bane of existence. not because she's pointing out the obvious, but rather the fact not even that seems to sway you in any way!

"it's okay, mister! next time for sure! or the next... or the next after that!"

...and then there's the little genius mechanic, aino, who merely snacks on those krumkakes with twinkling eyes, watching his nth miserable failure of a woo-ing attempt like it's the most enrapturing performance she's ever witnessed.

truly, it's moments like these where varka doesn't know whether he wants to laugh or cry.

tldr: mechanic/blacksmith!reader who gets way too absorbed in their projects and probably doesn't even know the term romantic love vs yearner extraordinaire 3000 varka who is constantly on the verge of crashing out because why can't you see him literally on his hands and knees begging for one chance??? even his entourage of knights send him pitying looks and pats on the shoulder and your adopted little sister and her robot only add fuel to the fire!!!

(if only he knew that you are aware of him, to the point you can’t help but go rigid when he appears within your vicinity or when he brings you food with that blinding grin of his or when he fills your space with his comforting laugh and warm eyes and familiar presence and— may the moon goddess save you.)

actual tldr: two losers stuck in a limbo of requited unrequited idiots in love, 500k slowburn, who cannot for the life them be normal about it.
